You will serve as WATER PROGRAM MANAGER as an ENVIRONMENTAL PROTECTION SPECIALIST in the INSTALLATION AND ENVIRONMENT DIVISION of MARINE CORPS BASE QUANTICO.

Duties

You will identify and implement training and procedural or technological controls to reduce the associated risks to stormwater, erosion and sediment controls, wastewater, drinking water and the base mission. You will prepare documentation and applications for environmental permits for the base water program as required by federal, state, and local regulatory agencies. You will conduct pollution surveys involving field studies and laboratory analyses to identify types and amounts of effluent or emissions being discharged. You will assist principal resource specialists in other disciplines in the development of a comprehensive installation, multiple land use management plan. You will provide guidance and instructions to subordinate members of the Water Program Management Team on technical and administrative matters and provides input to the Section Head on performance reviews of subordinates.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • The incumbent must possess a valid United States driver’s license and be able to obtain and maintain a Marine Corps Base Quantico driver’s license for government vehicles.
  • The incumbent must possess (or obtain within one year of start date) and maintain a combined Administrator Certification from the VA Dept. of Environmental Quality.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing a program with emphasis on those pertaining to the Clean Water Act, Safe Drinking Water Act, erosion and sediment control, and storm water pollution prevention as a subject matter expert on environmental laws and regulations and the coordination of external and internal audits, inspections, and reviews in accordance with regulatory compliance. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: identifying, developing, and implementing environmental compliance activities with emphasis on those pertaining to the Clean Water Act, Safe Drinking Water Act, erosion and sediment control, and storm water pollution prevention as a subject matter expert on environmental laws and regulations and the coordination of external and internal audits, inspections, and reviews in accordance with regulatory compliance. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
