Serves as a Regional Management and Financial Analyst, for the Office of Airports, responsible for carrying out substantive, federal, state, regional, and local programs and functions associated with the development of airports and associated infrastructure. It is responsible for developing and administering national and regional initiatives; and develops and recommends Regional Policy and procedural guidance relative to the systems and programs.
Duties
At the H-Band: With limited direction from Management, serves as advisory on the disbursement and control of grant-in-aid funds. Adheres to all federal laws, statutes, and orders as they relate to fiscal matters relative to the Airports Program. Provides advanced technical services on the control and disbursement of grant-in-aid funds. With limited oversight from management, tasks include but are not limited to, tracking, reviewing, analyzing and providing guidance to Management and the Field Office on the Airport Improvement Program, Office of Airports Audit Program. Assists management in analyzing and performing statistical evaluation of the grant-in-aid program for the Region. With limited guidance, works with the Airport Improvement Program (AIP) Program Manager to identify appropriate funds to ensure maximum utilization of each of the categories of funds available, and determines eligibility while processing grants. With limited guidance, serves as a Regional Policy specialist for the Office of Airports audit program and its implementation. Provides input to the Region’s annual goals and objectives by suggesting possible areas for audit based upon problems uncovered during related audits. With limited input from Management, serves as a Regional Audit Program Specialist responsible for developing, maintaining, and coordinating the financial audit program. This includes the Office of Airports grant-in-aid quality assurance functions.

Qualifications
To qualify for this position at the FV-H band, you must demonstrate in your application that you possess at least at least one year of experience at FV-G, FG/GS-10/11.To qualify for this position at the FV-I band, you must demonstrate in your application that you possess at least one year of experience equivalent to FV-H, FG/GS-12.Specialized experience for the FV-H band may include:Experience with applying accounting principles and methodologies to prepare financial or program reports.Experience researching and giving advice on the disbursement and control of funds; or equivalent experience.Experience with regulatory processes and the ability to communicate these processes to others.Specialized experience for the FV-I band may include:Experience with applying accounting principles and methodologies to prepare financial or program reports.Experience with researching and analyzing regulatory processes and the ability to communicate this these processes to others.Experience with maintaining and coordinating a national financial audit program.
