This position is with the Small Business Administration (SBA), Office of Executive Management, Installation Support Services in Washington, D.C. Responsible for planning and coordinating preemployment screening, suitability and security related activities within the agency.
Duties
GS-11 duties include, but are not limited to:
Assisting with the pre-employment screening and suitability programs for the agency and evaluates the effectiveness of programs and practices based on regulations at Title 5, Code of Federal Regulation (5 CFR Part 731).
Providing input on pre-employment and suitability policies and related matters, reviews pre-employment screening and suitability process improvements, gives recommendations on procedures for adverse security determinations, and gives input on administers programs for continuous improvement in preemployment and suitability programs.
Working with higher graded specialists on the adequacy and completeness of suitability determinations and other means by which data is collected.
Assisting higher level specialists in the processing of adverse suitability determinations. Interviewing/working with applicants/employees in gathering pertinent data to make relevant pre-employment and suitability determinations.
Making recommendations for adjudication of complex background investigations related to position-based security clearance requests. Interacting with other agencies on obtaining background investigations to resolve pre-employment screening and suitability issues.
Determining the adequacy and completeness of the investigation and other means by which data is collected; evaluating the authenticity, accuracy, and pertinence of the data to the case at hand; and requesting additional information if needed.
GS-12 level duties and responsibilities are similar as noted above but with less supervision. Non-competitive promotion to the GS-12 level and the GS-13 full performance level is dependent upon successful performance plus meeting qualification requirements.
Work Environment: May be subject to 24-hour recall in the event of an emergency or disaster. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the position description. Must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.
This is a not a bargaining unit position.
This is a drug testing designated position (TDP).

Qualifications
GS-11
Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the federal service obtained either in the public or private sector:
1) Reviewing security applications for completion and accuracy; AND
2) Assisting with evaluation of background investigations to identify suitability/security issues; AND
3) Providing input on personnel security procedures.

OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. You must submit a copy of your transcripts if you qualify based on education. Official college transcripts will be required if selected.
OR
Combination: Combination of education and experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. You must submit a copy of your transcripts if you qualify based on education. Official college transcripts will be required if selected.
GS-12
Experience: One year of specialized experience equivalent to the GS-11 grade level in the federal service obtained either in the public or private sector:
1) Working with personnel security and suitability programs and investigations; AND
2) Utilizing public laws, Executive Orders, regulations, and policies governing federal suitability and personnel security programs and protocols to adjudicate employee clearances and national security clearances; AND
2) Making final suitability determinations utilizing 5 CFR 731 or Fitness Standards.
