About the Position: This position is located in Falls Church, Virginia, with the Defense Health Agency.
Salary negotiation may be available for those new to Federal service.

Duties
Develops, plans, directs, manages, and delivers enterprise protocol program operations and activities.
Manages, coordinates and implements high level (Congress, DOD, Service, government, private industry executives, civic leadership, and others) military and civilian functions.
Independently leads coordination of the protocol program including administration, budget, supplies, records and reports, and protocol activities, with impact on distinguished visitors at the highest levels of the US and foreign governments.
Resolves major conflicts involved in distinguished visitor scheduling and is required to perform key decision-making responsibilities associated with protocol functions.
Leads the coordination of visits through verbal and written communication with high-ranking military and civilians; ensuring itinerary meets the intent of the visit as conveyed, and that outside agencies can also provide the requested services.
Keeps an account of historical and upcoming engagements requiring protocol support.
Coordinates with the DHA Executive Services Program Manager as required for Protocol support related to Executive Medicine Services.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
- This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
- A pre-placement medical examination is required.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- Employee must possess the ability to perform moderate physical activity involving lifting, brisk walking, and standing for long periods of time.
- May be required to carry a phone or radio during on and off-duty hours.
- The employee must be able to distinguish between shades of color.
- One year trial/probationary period may be required.

Basic Requirements for the Protocol Officer, GS-0301-13 Position:
Specialized Experience: One year of specialized experience which includes coordinating high level military and/or civilian engagements; preparing visitor information such as transportation procurement, lodging and travel arrangements, meeting schedules, etc.; briefing senior leaders regarding protocol requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
