The primary purpose of this position is: to provide full performance level work in constructing, installing, repairing, and modifying wood and wood substitute structures and items.
Duties
Plans and lays out work from blueprints, sketches, drawings, specifications, and work orders in the construction and maintenance of installation facilities.
Independently applies skilled methods, techniques, and advanced shop mathematics to construct, install, repair, and modify a wide variety of structures
Prepares various surfaces of interior and exterior components of buildings and other structures by mechanically and chemically removing old paint and rust, filling cracks, sanding, and applying fillers and base coats. Applies skilled methods and techniques in paint preparation and coating applications
Assists in repairing and installing roofs consisting of asphalt, tile, slate roll roofing, felts, and shingles
Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Uses and maintains tools
Requirements
- This is a drug testing designated position. The incumbent is subject to random testing for drug use. The employee may be required to be certified fo; working with and or removing hazardous materials
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

- This work will require the employee to drive a government motor vehicle. A valid state driver's license is required prior· to appointment into position and must be maintained throughout employment.
- The employee may be required to train and or guide other personnel. Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
- Shift work, un-scheduled overtime, and emergency work as assigned may be required
- The employ may be required to train and or guide other personnel
- The employee may be required to be certified for working with and or removing hazardous materials
- The employee may be required to pass and maintain a JBER flight line driving/runway crossing certification test
- The employee may be required to travel TDY for work or training via commercial and military transportation
- IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME) needed to ensure the continued operations of mission essential functions of the activity
- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during
phased or early release
- The employee may be exposed to toxic paints, chemicals, or other hazards that may require occupational health examinations.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 - General Maintenance And Operations Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to perform the duties of MAINTENANCE MECHANIC without more than normal supervision
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of carpentry methods and techniques and skill in constructing. installing. repairing, and modifying wood structures. Knowledge of precision carpentry equipment and skill to produce finished products with precise fits, accurate dimensions, and acceptable appearance
2. Knowledge of safety regulations, practices, and procedures. Knowledge of the methods and procedures involved in the installation of new roofing materials and the repair of leaky roofing. Knowledge of advanced shop mathematics to plan., compute, and lay out more complex and exact projects.
3. Knowledge of regulations, procedures, and policies related to records maintenance and documentation. Knowledgeof accepted surface preparation and coating methods and techniques including special finishing techniques. Knowledge of paints and thinning additives and skill in tinting toning, matching, and blending coating materials.
4.Knowledge of current federal, state, and local regulations pertaining to hazardous waste management. Skill in using, setting up, operating and maintaining a variety of painting, roofing, and woodworking power and bandtool/equipment.
5.Ability to interpret complex instructions, sketches, blueprints, and building codes.
6.Ability to read and apply directions that late to the mixture, use, and application of various kinds of coating materials, solvents, and precoating agents
PHYSICAL EFFORT: Uses hand and power tools and equipment tb.at may require standing and holding tools in uncomfortable positions for extended periods. The work requires considerable bending, kneeling, and stooping. On-site work typically requires crawling. climbing on ladders, scaffolds, and roof tops. The work may be at extreme heights (such as water towers or tall buildings). Strenuous physical exertion is sometimes required when handling heavy and bulky materials such as sheets of plywood and other construction materials. May lift and move materials up to 40 pounds, unassisted. and occasionally lift or move heavier items with the assis1ance of lifting devices or other workers. Frequently requires lifting up to 100 pounds while carrying rolls of roofing felt, shingles, and asphalt.
WORKING CONDITIONS: Works inside shops and outside at job sites. Jn shops, is exposed to moderate or high noise levels from operating machinery, sawdust in 1he air. fumes, and hazards associated with carpentry, painting, and roofing trades. At job sites, may be exposed to weather conditions and hazards of working on and around scaffolds and ladders and are subject to cuts, bruises, and contusions; may occasionally be exposed to the possibility of broken bones. May work in confined areas. such as crawl spaces and attics which may be dusty and dirty. Working with asphalt results in exposure to unusually dirty conditions (permanent damage to clothes and shoes) and bums from hot asphalt Uses protective devices, such as ear plugs, safety glasses, respirators, safety shoes, hard hats, coveralls, gloves, rain gear, and other protective gear are required, which are sometimes heavy and uncomfortable.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
