The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.
Duties
- Leads a team of trades and/or labor workers. On a regular and recurring basis, utilizes trades and/or labor knowledge and skill to lead a team of three or more workers in performance of various related work.
- Performs work. Performs nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led.
- Uses and maintains tools. Maintains bench stock levels of parts, materials, tools, and equipment at prescribe levels.
- Roofing and painting. Installation, repairs and modifications of roof systems. Independently applies skilled methods, techniques, and advanced shop mathematics to construct, install, repair and modify a wide variety of roofing systems consisting of asphalt, tile, EPDM, slate roll roofing, felts, shingles, chemical composite, and metal.
- Utilize Safety Practices. Ensures that employees being lead utilize safety practices and procedures following established safety rules and regulations and maintain a safe and clean work environment. Record Keeping. Maintains records and documents actions.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for
the position.
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- Will be required to train/guide (or other trades) military/civilian employees.
- May be required to be certified for working with and/or removing hazardous material.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance and Operations Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a MAINTENANCE MECHANIC LEADER without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s)
2. Knowledge of the use, maintenance of tools, equipment, common to trades and labor work performed by the group being led. Skill in performing the trade and/or labor work of the group being led.
3. Skill and knowledge of accepted surface preparation, coating methods and techniques including special finishing techniques using paints and thinning additives.
4. Skill in determining, utilizing the correct installation and repair method, techniques, devices, and materials best suited to obtain the surface condition and finished required.
5. Ability to lead a team of three or more labor or trade employees. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
6. Ability to read and interpret complex blueprints, diagrams, sketches, and technical specifications. Ability to communicate effectively, both orally and written.
PHYSICAL EFFORT: The work requires considerable bending, kneeling, standing, and stooping. On-site work typically requires crawling, climbing on ladders, scaffolds, and rooftops. Work encompasses strenuous physical exertion when bending and shaping the more complex items in handling larger and bulkier material. Requires physical effort which includes prolonged standing on production lines; climbing up and down ladders and scaffolds; working in cramped and awkward positions while installing items; and reaching, lifting, and bending while using hand and powered tools in uncomfortable positions for extended periods. Is frequently required to perform heavy lifting up to 90 pounds in carrying materials and tools.
WORKING CONDITIONS: Works inside shops and outside at job sites. In shops, is exposed to moderate or high noise levels from operating machinery, sawdust in the air, glue fumes, and hazards associated with woodworking and related power equipment. At job sites may be exposed to extreme weather conditions and hazards of working on and around scaffolds and ladders and are subject to cuts, bruises, burns, and contusions. May work in confined areas, such as crawl spaces and attics, which may be dusty and dirty. Uses protective devices such as earplugs, safety glasses, respirators, and gloves.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
