About the Position: This position is within the Medical Library Department, Brooke Army Medical Center, San Antonio TX.

Duties
Serve as clinical searcher for emergent clinical knowledge databases to obtain knowledge-based information in the resolution of controversies in diagnosis and treatment, clarifies difficult medical points, and elucidates rare medical conditions.
Instruct physicians, residents, and other health care professionals in the search for and search techniques through the MEDLINE, UpToDate, and MD Consult databases.
Contribute to the collection development by evaluating reviews and selecting materials in medical subject areas to keep textbooks and journals up-to-date and relevant to the Military Treatment Facilities patient care, and research mission.
Improve the clinical medical library’s web presence, access, display, and the customer’s utilization of online and print support of clinical and research information resources across the hospital system.
Lead education seminars and tutorials to help patients, clinicians, and researchers access library resources and the best content available.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- A pre-placement medical examination is required.
- Moderate to heavy lifting up to 40 pounds is required.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Librarian (Medical):
Degree: Completion of one full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; OR, A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience GS-11: One year of specialized experience which includes: assisting patients and health care professionals on accessing library resources; utilizing a library automated system to catalog and dispatch resources; maintaining a library database; applying principles and practices of medical library functions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Library Science, Library Aid, Librarian.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience which includes: working as a librarian providing reference services to a medical or nursing department or school; assisting health care professionals in the search for and search techniques using library medical systems; selecting materials in medical subject areas to keep textbooks/journals up-to-date; educating patients and health care professionals on accessing library resources; identifying improvement of information or knowledge-based systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
For Librarian (Medical): Applicants must also possess specialized knowledge of a subject-matter field and/or proficiency directly related to the position being filled. Such knowledge is required for the position, an applicant's education or experience must have included or been supplemented by the requirements specified in the paragraphs below:
A full 4-year course of study in an accredited college or university that meets all academic requirements for a bachelor's degree that included at least 24 semester hours in the specialized field for which the applicant is being considered, e.g., physical science, biological science, social science; or that included any combination of subjects with at least 15 semester hours in a major subject (such as physics or chemistry) that is especially applicable to the position for which the applicant is being considered.
OR
Completion of at least 24 semester hours of legal study in an accredited law school for positions primarily concerned with providing library services in law or legislative reference.
OR
Four years of pertinent experience of such nature and level to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of the appropriate discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; ability to acquire additional information about the field and related fields; and some knowledge of literature resources in the field. Such experience should be equivalent to that which would have been acquired through successful completion of a full 4-year curriculum in an accredited college or university with major study in appropriate subjects, or combination of subjects, as specified in (a) above; or legal training as specified in (b) above.

Any time equivalent combination of experience as described in (c) with education as described in (a) or (b) above
OR
Demonstrated ability as shown by education or experience to read or translate information from one or more foreign languages into English.
