You will serve as a GG-0343-14 Management Analyst at RESEARCH AND DEVELOPMENT SUPPORT ACTIVITY (RDSA) in Springfield, VA, where you will oversee the planning and execution of a diverse budget portfolio that includes government and contractor salaries, facility support, security support, travel, and training, as well as being a Contracting Officer's Representative for multiple contracts.
Duties
You will serve as a senior management analyst responsible for advising the Chief of Staff (COS) and Deputy Chief of Staff (DCOS) on the Enterprise Management (EM) portfolio.
You will generate briefing material and written reports to brief and advise senior leadership regarding project status and resources.
You will plan and manage elements of the Enterprise Management portfolio to develop multi-year execution strategies that support the organization's diverse mission requirements.
You will serve as the Contracting Officer's Representative over a Systems Engineering and Technical Assistance labor contract and a facility support contract.
You will serve as the Assistant Contracting Officer's Representative over a General Services support contract.
You will track and document requirements, develop multi-year budget and procurement strategies, and manage the execution of each cost to meet financial management obligations and expenditures benchmarks.
You will prepare acquisition documents related to sole source and competitive contracts, and procurement requests as well as develop acquisition strategies and procurement objectives.
Requirements

- This position may require a 2-year DCIPS trial period.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:
1. Plan and manage elements of a diverse portfolio to develop multi-year execution strategies.
2. Analyze and integrate technical and non-technical data from multiple sources to advise senior leadership regarding resources to maximize project effectiveness and efficiency.
3. Serve as a Contracting Officer's Representative (COR) to prepare acquisition documents and procurement requests, develop milestone-driven schedules, assess and mitigate risk, and monitor/report on budgeting, expenditures, and technical progress.
4. Lead project teams to ensure requirements are fully aligned with organizational needs.
