Duties
Serves as a program analyst within the Defense Agencies Initiative (DAI) Enterprise Resource Planning (ERP) Program Management Office (PMO), Defense Logistics Agency (DLA), Program Executive Office (PEO), J62A.
DAI reporting to the PEO to develop, deliver, and sustain financial management system solutions for the Office of the Undersecretary of Defense, Comptroller and other DoD enterprises. The OUSD(C) serves as the DAI Functional Sponsor.
Responsible for project control including financial management, cost estimating, and acquisition support for all phases of the system lifecycle.
Participates in planning, analysis, formulation, justification, presentation, execution, and review of the multiyear budget and program for the development, procurement, and modification of the project.
Develops and executes system functionality and strategies to effectively meet the goals and vision of the DLA and DoD senior level management.
Implements strategic planning, programming, budgeting, acquisition and execution of program requirements requested by the acquisition domain, and end-user customers within the Department of Defense (DoD).
Performs all life-cycle aspects of program management from integrated master schedule management, implementation planning, risk management, quality assurance, and support to operational fielding for program capability.
Develops and executes system functionality and strategies to most effectively meet the goals and vision of the DLA, DoD senior level management.
Establishes and maintains appropriate working relationships with DoD, and Federal entities, interagency forums and the private sector.

Qualifications
To qualify for Program Analyst, your qualifications must include:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Provides IT related acquisition program management of the Defense Agencies Initiative (DAI) portfolio to include management and oversight of major Automated Information Management Systems (AIS) and other designated systems.
Implements strategic planning, programming, budgeting, acquisition and execution of program requirements; Supports the development and execution of implementation plans and procedures based on results of studies or on findings and recommendations.
Collects performance metrics and prepares cost, schedule and performance reports for and leads regularly scheduled in-process reviews regarding the program.
