You will serve as a Deputy Director Civilian Human Resources of COMMANDER - NAVAL INSTALLATIONS.
Duties
You will be responsible for department operations and administration.
You will be responsible for exercising direct management supervision over all Division Directors and Special Assistant within the department.
You will be responsible for developing, executing and monitoring the progress of long-range strategic goals and policies relating to Human Resources Operations.
You will be responsible for serving as the focal point for all Human Resources policies and coordinates policy inputs for review by higher authority.
You will be responsible for participating in the developing and execution of the department’s budget.
You will be responsible for ensuring the development, administration and implementation of operational policies and procedures for all Human Resources program to meet the needs of the Command.
You will be responsible for providing advice and assigning projects to subordinates, signing routine correspondence, and approving certain personnel awards for military and civilian staff members.
You will be responsible for developing and overseeing effective performance measures of success and uses these tools to evaluate the overall effectiveness of individual programs and initiatives
You will be responsible for reviewing and re-engineering major Human Resources business processes.
You will be responsible for developing and coordinating Human Resources requirements for studies and analysis.
You will be responsible for participating in the proactive marketing of Human Resources policies and processes throughout the Command.
You will be responsible for conducting briefings and other information meetings at the executive level.
You will be responsible for reviewing all departmental correspondence, messages, taskers, and briefings including all back-up data for appropriateness and accuracy prior to releasing to higher authority.
You will be responsible for acting as the Director, Civilian Human Resources (DCHR) as required.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: recruitment and staffing, classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; and providing substantive input to the strategic planning of human capital resources for an organization.
