Duties
Serve as a Budget Analyst in the Planning and Budgeting Center, Financial and Business Operations Directorate.
Perform a wide variety of budget formulation and execution functions as they relate to/affect multiple operational and management programs/organizations.
Develop budget guidance, evaluate activities' operating effectiveness, review and analyze assigned organization element and field activity budget input for conformance with directives.
Develop advice and guidance on the preparation of budget estimates, and prepare detailed analyses and critiques of estimates provided.
Provide assistance and guidance on budget formulation and presentation.
Review justification and perform resource analyses, and provides data for determining resource requirements of organizational elements.
Prepare and/or develop background data and documentation in support of requested budgets for reference and for defense of mission requirements.
Provide recommendations and identify concerns related to budget submissions.
Requirements

Qualifications
To qualify for a Budget Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Monitoring, reviewing, and analyzing the execution of an approved budgets to assure that funds are properly allocated and are being committed, obligated, and disbursed in a timely and effective manner in support of authorized management objectives.
Determining the amount and timing of funding ceilings to be distributed among subordinate offices in response to changes in programs, staffing levels, and/or fund availability.
Recommending and executing actions on funds request and programs funds between offices to finance new and/or revised requirements and to support accomplishment of planned operations.
Determining the proper funds to be used for specific transactions.
Maintaining proper accounting records to track status of funds.
Conducting a fiscal review of proposed obligations to ensure they meet the intent of the appropriation law, are proper in amount, and are being obligated in the correct fiscal year.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
