This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC). The Deputy Assistant Director, (DAD) HSS reports directly to the IHSC Assistant Director (AD), a member of the Senior Executive Service. This position is supervisory.
This position is only open to current USPHS officers.
USPHS Call to Active Duty (CAD) candidates are not eligible for this position.
Duties
DUTIES AND RESPONSIBILITIES:
Supervises multiple Public Health Service Officers (GS14-15 equivalent) who function as Unit Chiefs or Program Leads responsible for directing, implementing, coordinating, and overseeing administrative programs requiring application of a wide range of qualitative system and management support principles, processes, and systems.
Manages the Health Systems Support Division with broad operational and directional leadership over the following IHSC Units: Health Operations Unit, IHSC Special Operations Unit, and HOPP Unit.
Provides executive leadership and direction for the determination, development, promulgation and evaluation of substantive policies and procedures for the health care component so that the mission is met.
Directs the interrelationships and interdependencies among various administrative and clinical programs.
Serves as point-of-contact in handling a variety of program operational and management matters to include accreditations, training, resource management and identifying operational issues and solutions.
Directs and provides policy guidance on the formulation of budget requests and justifications for the component.
Develops, initiates, maintains, and revises policies and procedures for the general operation of the Health Systems Support Division programs and its related activities.
In collaboration with IHSC leadership and through a strategic business planning process, identifies fiscal and human resource and other program requirements necessary to sustain a multi-million-dollar health care system.
Works with senior-level leadership within the component and ICE/ERO by providing advice and guidance on substantive issues.
Provides executive direction to key staff in determining and defining long-range strategic operating and management goals and objectives.
Plans, organizes, and directs the activities of professional, technical, administrative, and support personnel engaged in carrying out taskings and projects.
Manages the flow of information to and from the Assistant Director, Regional management staff, designated Unit Chiefs and consultants and field administrative staff.
Reviews fiscal plans and assists in formulating the IHSC budget requirements, programming and execution for areas of responsibility.
Reviews and provides input to specific internal and external health care related requests from the ERO front office non-governmental organizations (NGOs), advocacy organizations, media, congressional inquiries, and other governmental organizations for review by the Assistant Director.
Participates in the creation of goals and policies, and in the development of strategies; resolves critical issues and engages in development of interagency agreements with other Federal agencies and outside agencies on behalf of the Component.
Personal contacts with individuals internal and external to the organization and may include but not limited to high level officials, supervisors and program staff throughout IHSC, ICE, DHS, public interest groups, members of the public, and representatives of other Government agencies and Congressional staff.
Serves as IHSC executive and senior advisor to the IHSC AD, Deputy Executive Assistant Director (EAD), EAD, and ICE Director. Assist the IHSC AD in strategic planning, program development, and evaluating healthcare delivery.
Represents the agency and the AD during congressional and departmental briefings, stakeholder and community level engagements, and other platforms and events as required.
Active participation and membership on the IHSC executive governing body (EGB).
Periodic travel may be necessary.
Must be able to obtain a Top-Secret clearance.

- Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC.
- Applicants must be a current USPHS Commissioned Corps Officer.
USPHS Call to Active Duty (CAD) candidates are not eligible for this position.
Civilians are not eligible for this position.

Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Master's degree in Healthcare Administration, Healthcare Management, Business Administration, Public Health or advanced clinical degree with a minimum of five (5) years of relevant experience that demonstrates a high level of administrative and leadership competencies.
- Must have established track record of ability to foster positive working relationships with management and leadership across all disciplines at the supervisory level.
- Must have experience in a leadership role at the National level.
- Extensive executive engagement in building and maintaining positive relationships with federal, state, local, and private stakeholders in a way that best represents the agency.
- Demonstrated knowledge of and executive level leadership in human resources, healthcare budget and finance, quality assurance/performance improvement, management of ambulatory care organizations, risk management, contract management and managed care.
- Ability to review statutory, regulatory and sub-regulatory materials, and to provide a clear explanation and definitive direction to facilities, departments and employees.
- Must maintain current license as applicable and maintain clinical professional skills via continuing education opportunities.
- Knowledge of correctional health care standards (National Commission on Correctional Health Care, American Correctional Association, ICE National Detention Standards, Performance Based National Detention Standards and Family Residential Standards).
- Must have experience in correctional health care systems. Prior IHSC experience preferred.
- Maintains current CPR/BLS.
