Duties
Provides program oversight for ancillary health services, i.e. laboratory services, radiography services, major medical equipment procurement, national contracts, health care biotechnology and other assigned programmatic areas. Gathers and compiles information about the planning and technical development of health care programs and services. Provides technical and administrative expertise in the planning and delivery of health services, and the preparation and implementation of Health Services Division (HSD) and Bureau of Prisons (BOP) policies. Serves as a technical consultant for the Executive staff and the Office of General Counsel on court and attorney requests related to general and ancillary health services. Maintains program and administrative reference materials, project files and relevant background documents and makes available policies, procedures and written instructions from the National Health Systems Administrator (NHSA).

Qualifications
To be considered for the position, you must meet the following qualification requirements. Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health career field. This work may have been performed in an operating healthcare facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination administrative, clinical or other service activities and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems.
Regulations and standards or various regulatory and credentialing groups.
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Applicants must also possess:
Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities.
Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.
Some examples of the qualifying specialized experience are:
Experience that demonstrates knowledge of Joint Commission, American Correctional Association, and program review health care standards.
Experience and knowledge in the formulation of national health care policies and experience in providing expert advice to staff at all levels of the organization.
Experience providing oversight for ancillary health services such as telehealth, laboratory services, radiography services, and health care biotechnology.
Experience in developing and administering medical budgets, medical equipment procurement, and overseeing national contracts for a health care program.
