This incumbent is the Health System Administrator with activation project management oversight and recurring managerial oversight responsibilities for all activities for all CBOCs in the Washington DC Veteran Affairs Medical Center. The position directly reports to the Deputy Director, Senior Executive Service of the VA Medical Center. The incumbent performs various duties in an extremely complex VA Health Care System, constantly evolving within a highly complex and rapidly growing service area.

Duties

This position assumes full delegated oversight authority over all of the DC VAMC's Community Based Outpatient Clinics (CBOCs) in Washington, DC; Lexington Park, Charlotte Hall, Camp Springs, and Gaithersburg, Maryland; and Fort Belvoir, Virginia. Major Duties and Responsibilities: Participates fully in policy making, management decisions, and development of strategic initiatives for the entire health care system. Delegated direct responsibility and full line authority for healthcare operations for six facility CBOCs. Serves as liaison with the assigned points of contact and various program and subject matter experts to ensure timely resolution of facilities management issues related to safety and security, environment of care, and overall building management in order to maintain consistency and compliance with all policies and practices. Develop recommendations and priorities for the resources within the Healthcare System including changes to personnel, space, equipment and budget. Devote considerable time and attention to budgeting, forecasting and assessing workload for the assigned services and program areas. Work with Service Chiefs in the formulation of budgets for their respective services; work with Fiscal Service in gathering data from past expenditures, changing priorities in operation of programs, advising management of shortages or ensuring the use of cost conscious ideas. Responsible for the performance of subordinate staff. Establish and promote a positive and collaborate atmosphere for all outlying clinics. Evaluates the needs of the different worksites and assesses the treatment of a wide variety of administrative problems. Responsible for all fiscal activities for the CBOC locations; coordinates closely with program managers and the Medical and Nursing executive to prepare budget proposals. Works closely with the Human Resources Officer, CBOC senior leaders, and all Service Chiefs ensuring the appropriateness of personnel actions. Hears grievances for the CBOCs as appropriate and has broad authority to act or deal with actions affecting the critical staff or having severe implications. Responsible for ensuring smooth academic partnerships, including the processing and oversight of trainees, students, and residents. Establish and maintain good relations with various groups, organizations, and institutions, including medical schools, other colleges and universities, accrediting agencies, volunteer groups, news media, city and state government, and congressional offices. Developing and coordinating internal review systems to assure that both clinical and administrative activities comply with standards issued by various accrediting and regulatory groups and higher agency authorities. Utilizes performance improvement/system redesign principles to support continuous improvement. Direct, assign, or lead special studies to investigate and solve problematic areas in clinical or administrative areas. Acts for and in the absence of the Deputy Medical Center Director and Associate Medical Center Director when assigned. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. Preferred Experience: Participating fully in policy making, management decisions, and development of strategic initiatives; Developing and coordinating internal review systems to assure that administrative and clinical activities for the assigned facilities are compliant with existing accreditation standards and VHA policy and directives; Ensuring timely resolution of facilities management issues related to safety and security, environment of care, and overall building management in order to maintain consistency and compliance with all policies and practices; Coordinating the planning and forecasting of various estuary facilities growth and clinical needs for potential new or expanded services that may be offered. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work.
