Duties
If selected for this position, you will join a well-respected team that is responsible for serving as the District's Security Specialist with responsibility for planning, directing and administering a comprehensive district-wide security program. Develops, implements and evaluates plans, policies, procedures and methods for safeguarding personnel, property, information, operations, material, and automated information and telecommunications systems under normal and emergency conditions. Typical work assignments will include:
Plans and oversees the installation, updates, and maintenance of all physical security systems necessary to ensure adequate security is maintained.
Develops, implements, and administers contingency and emergency preparedness planning efforts to enable the district to continue essential operations and discharge responsibilities during and following emergency situations.
Prepares occupant emergency plans and ensures all necessary coordination with external organizations is effected.
Develops district-wide threat management program to respond to threats affecting individuals or prosecution efforts, ensuring appropriate action is taken.
Prepares Security Incident Reports, computer virus reports, and office security plans.
Reviews Grand Jury and deposition reporting service contracts and performs off-site reviews of contractor procedures and facilities.
Develops procedures to assess the compliance of district security programs with established policies and procedures, and evaluating the effectiveness of physical, communications, personnel, information and computer security programs within the district.
Ensures national and Department policies are implemented and adhered to necessary to ensure safeguarding and proper handling of classified and sensitive information in accordance with national, Departmental and Freedom of Information and Privacy Act requirements.
Conducts initial security briefings for personnel granted access to national security information.

Responsibilities will increase and assignments will become more complex as your training and experience progress.
This position requires the incumbent to possess the ability to secure and maintain a Top Secret clearance.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
- This position requires the incumbent to possess the ability to secure and maintain a Top Secret clearance.
Qualifications
QUALIFICATIONS: To be qualified for the GS-12 Security Specialist, you must possess one year of specialized experience equivalent to the GS-11 level in the Federal Service.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience are: advising management on all aspects of physical security and emergency preparedness to ensure adequate security is maintained for the District; developing, implementing, and administering contingency and emergency preparedness planning efforts to enable the district to continue essential operations and discharge responsibilities during and following emergency situations. Developing procedures to assess the compliance of district security programs with established national, Department, and headquarters policies and procedures, and evaluating the effectiveness of physical, communications, personnel, information and computer security programs within the district. Assisting in periodic security compliance reviews conducted by agency headquarters. Developing, implementing, and administering contingency and emergency preparedness; developing, administering and monitoring loss prevention programs to protect property and evidence located in the District; preparing Security Incident Reports. Planning and overseeing the installation and maintenance of all physical security systems, equipment, and building modifications necessary to ensure adequate security is maintained throughout the District.
