There is an anticipated vacancy for the position of Supervisory Associate Counsel in the main Office of the Assistant General Counsel (Manpower & Reserve Affairs) at the Pentagon, Washington, DC.
The incumbent reports to the Deputy Assistant General Counsel (Manpower & Reserve Affairs) and will serve as a supervisory senior legal advisor in all practice areas of the Office of the General Counsel, with an emphasis on civilian personnel law.
Duties
You will serve as a supervisory senior legal advisor in all practice areas of the Office of the General Counsel, with an emphasis on civilian personnel law.
You will address difficult legal and policy questions where frequently there is an absence of clearly applicable precedent.
You will provide advice to the DON Equal Employment Opportunity office (DON OEEO).
You will supervise the attorney who handles all civilian personnel litigation for the DON Secretariat, as well as the Secretariat Human Resources Office and Secretariat EEO Office.
You will also supervise the Counsel, DON Office of Civilian Human Resources, and an anticipated position of Counsel, DON OEEO.
You will be the M/RA Designated Ethics Official, reviewing OGE 278s and 450s, and providing ethics advice to senior leaders and political appointees.
You will provide backup support on military personnel matters, such as the involuntary separation for cause of military personnel, and the correction of military records.
You will conduct research, analyze findings, and apply pertinent statutes, judicial decisions, administrative regulations and decisions, and agreements, as well as original legal reasoning, to the solution of very complex administrative law matters.
You will provide advice on personnel laws and anti-discrimination laws, security clearances, and human resources policy matters.

- Incumbent must have graduated from a law school that is accredited by the American Bar Association, must be an active member in good standing of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.
- Incumbert must be admitted to practice before a state or federal court, of good character; and in full compliance with continuing legal education requirements of an appropriate bar.
- The incumbent must maintain this professional qualification at all times as a condition of employment.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- The incumbent is unable to obtain theGovernment Travel Credit Card, the incumbent must be willing and able to use their personal credit card for travel purposes and follow appropriate procedures for reimbursement of authorized travel expenses.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Position may be eligible for telework. This is subject to the telework requirements and availability of the respective command.
- Due to the nature of the work of this position, it is a non-bargaining unit position.

Qualifications
This position will be filled under the General Services schedule at the GS-15 level.The candidate must have a minimum of five-and-a-half years of recent and relevant professional legal experience commensurate with the duties and responsibilities of the position.
Education
The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
