You will serve as the Assistant General Counsel (Energy, Installations and Environment) in the Office of the General Counsel for the Department of the Navy (DON).

Duties

You will direct the practice of law on behalf of DON in environmental law, natural and cultural resources, historic preservation, real property, installation management, military construction, energy, safety, base closure and strategic sourcing. You will manage the legislative review process for the Assistant Secretary of the Navy (Energy, Installations and Environment) including coordination with the DON’s Office of Legislative Affairs and the DoD Office of Legislative Counsel. You will be responsible for oversight and guidance of the DON environmental law program and the coordination of DON legal positions on such matters with other federal agencies. You will provide legal support and advice to DON elements engaged in coordination, consultation, and negotiation with federal, state, local, and interstate agency regulators and administrators. You will chair the DON Environmental Law and Real Property Law Communities of Practice, supporting the continuing legal education and training of DON environmental law and real property law civilian and uniformed attorneys.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Ability to analyze and organize complex factual and legal matters for oral and written presentation, including legal work experience demonstrating professional competence through such qualities as sound judgment, initiative, and industry. 2. Ability to establish effective working relationships with persons having differing interests and to manage, organize, and direct others. 3. Knowledge of and experience in: (a) one or more of the substantive areas of law practiced by this office (business and commercial law, real and personal property, installations, environment, federal employment, fiscal, intellectual property, and associated litigation), especially knowledge of environmental and natural resources law and policy; cultural resource and historic preservation law; laws and policies relating to management, acquisition, and disposal of Federal real estate and real property interests; laws and regulations governing the closure and realignment of military installations; laws and regulations pertaining to installation management and military construction; energy law and policy; climate change law and policy; safety and occupational health law and policy; and (b) organizational relationships, missions, and procedures of the DON and DoD. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicant must have graduated from a law school accredited by the American Bar Association; be an active member in good standing of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia; and be admitted to practice before a state or federal court.
