About the Position: This position is with the U.S. Army Medical Command (MEDCOM), Health Care Acquisition Activity (HCAA), Office of the Commander, located at Fort Sam Houston, Texas.

Duties

Serves as a Management Analyst in a headquarters command performing functions related to researching, developing and evaluating assigned or designated missions and functions. Formulates management and/or program evaluation plans for improvement on processes such as cost effectiveness, program efficiency, and direction of programs. Analyzes and evaluates major organizational aspects of substantive, mission-oriented programs. Work results serve as the basis for new organizational systems, regulations or programs. Recommends adjustments and/or change to management as a part of organizational improvement strategy. Administers cost benefit and/or budget analysis of assigned programs. Contacts others as necessary, both within and outside the activity, in order to accomplish objectives. Applies basic budgetary/financial management principles and techniques to long range planning.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to obtain a Financial Management Level 2 Certified IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • This position requires the incumbent to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position is subject to a Temporary Duty or business travel requirement of 10% or less of the time.
  • This position requires the incumbent to be able to obtain and maintain a Secret security clearance.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11/NH02). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
