Duties

The purpose of this position is to serve as the Supervisory IT Specialist with oversight responsibility for the Network Administration Section (NAS) in the U.S. Attorney's Office for the District of Columbia (USAODC). In the capacity the incumbent is responsible for: NAS policy, planning, and management in the USAODC; Provides database, network/telecommunications, systems security, system analysis, and user/customer support. Preference for knowledge and experience in ITIL Incident, Problem, and Change Management processes. Recommends ways to reduce operating costs and assuring program effectiveness through automation/network systems enhancement and upgrades. The District's Information Technology (IT) environment includes personal computers, laptops, local area network (LAN) and wide area network connections, operating systems, Oracle and web-based applications, handheld and wireless technology, along with case management systems. Maintenance of all mandatory systems developed and deployed by the Executive O??ice of the United States Attorney or other components of the Department of Justice. Maintenance of all mandatory systems developed and deployed for the Superior Court Division of USAODC. Strong understanding of prosecution and prosecution case management systems. Leads or participates in specialized projects of a complex inter-governmental nature, which are unique in comparison to similar management positions throughout the federal government. Strong emphasis on project management/project planning. Plans and manages work of the Software Development, Telecommunications, and Help Desk Sections. NOTE: This position requires the ability to receive and retain a Top Secret clearance with Sensitive Compartmental Information (SCI) clearance.

Requirements

  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
  • This position requires the ability to receive and retain a Top Secret clearance with Sensitive Compartmental Information (SCI) clearance.

Qualifications

QUALIFICATIONS: To be found qualified at the GS-14 level, you must have at least one year of full-time specialized experience equivalent to the GS-13 level in Federal service. Specialized experience is experience that may have been obtained in the private sector or government service, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include: directing the work of Information Technology Specialists and Telecommunications Specialists assigned to the NAS; providing database, network/telecommunications, systems security, system analysis, and user/customer support for the entire office; managing IT projects by applying policy and planning concepts and practices to deliver IT services, office automation software solutions, integration with other networks, telecommunications and hardware/software allocation; video teleconferencing; advising high level management of computer systems strategy and assisting management in the development and maintenance of sound policies with respect to Network Administration.
