This position is located in the Office of American Spaces, Bureau of Educational and Cultural Affairs (ECA/A/M), Department of State (DOS). American Spaces are the U.S. government’s primary public cultural and information centers abroad that are open to communities worldwide interested in learning more about the United States.

Duties

Oversees training and professional development for program overseas coordinators (both USG and partner staff) to include course development and review of curriculum used in virtually and in-person training workshops. Manages course scheduling and coordination, participant recruitment, nomination, selection, budget planning. Manages and directs efforts related to print and online library collections and acquisitions featuring a variety of digital resources and other streaming media content. Leads outreach and training efforts on new content and collections. Serves as lead Program Officer/Grants Officer Representative for all programs. Serves as a copyright subject matter specialist for the Office of American Spaces.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:  Experience creating and managing library collections and digital content. Experience managing programmatic budgets. Experience developing training curriculum and delivering training courses. Experience leading teams. There is no substitute of education for specialized experience for the GS-14 position.
