This position is located at the West Haven Cooperative Studies Program Coordinating Center (WH-CSPCC) at the VA Connecticut Healthcare System. The Cooperative Studies Program (CSP) is a national clinical trials program providing collaboration for research design, statistical analysis, data management, regulatory, technical, education, and administrative coordination.
This is a temporary promotion position. It may be made permanent without further competition.
Duties
This announcement is only open to current, permanent VHA Office of the West Haven Cooperative Studies Program Coordinating Center, VISN 1, Station 689, and CTAP (Career Transition Assistant Plan for surplus/displaced employees) eligible employees. All other candidates will not be considered.
Major Duties:
Serves as Data Management Programmer for the planning and implementation of processing systems for new clinical trials.
Designs, develops, implements, and maintains data management systems/programs and procedures to support clinical trials.
Balance competing requirements, integrates multiple technologies, and coordinates with key personnel and systems to ensure security and privacy of data management systems.
Analyzes existing systems capabilities and compatibility to ensure interoperability of data management and reporting systems.
Prepares technical specifications to facilitate training and guidance to Clinical Data Managers in the use and maintenance of developed data processing systems.
Monitors development, designs, and tests and conducts data/system validation to ensure issues are identified and resolved proactively.
Presents data management procedures to study team(s) orally and in writing.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Selective Placement Factor: You must have experience in coding/programming across both MS Windows and Linux environments.
AND
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience is defined as work that involves (1) identifying, solving and advising on software testing technology process improvement needs; (2) applying data collection techniques to issues or clinical trials in compliance with VA data security standards; (3) advising and providing guidance to develop projects and program management; and (4) communicating and presenting data management procedures in a concise and organized manner.

Physical Requirements: Primarily sedentary, although some slight effort may be required.
