The Program Analyst supports all of the VA Connecticut Healthcare System Fiscal Office activities. In addition to servicing all of VACT, the incumbent will also provide Travel Administrative services for the National North Eastern Regional Blind Rehabilitation Center, the National Center for PTSD and the North East Program Evaluation Center (NEPEC) and all employees associated with VA Connecticut.

Duties

MAJOR DUTIES for Fiscal Service, VHA Connecticut Healthcare System: Is responsible for developing income and expense reports for hospital management which will assist them in making decisions regarding efficiency of individual departments and or service lines. Also, develops contract FTEE reports as required. These reports are developed using information retrieved from Austin Automation Center (AAC) database, VSSC, KLF, ProClarity, and DSS. Information may/will include FTEE and/or personal service dollars. As a Program Analyst, incumbent prepares bi-weekly analysis and salary projection for Resources and Operations committees. Makes recommendations based on analysis of pay period comparisons. In addition prepares salary accruals in order that the V ACT Healthcare System general ledger reflects the true financial picture required. Develops contractual costs for shared medical service contracts with other hospitals. This is critical as it provides supplemental income to VACT Healthcare System. An error in arriving at the contractual fees could potentially produce a net loss per treatment or procedure rather than income. Projects the cost of proposed procedures for comparison to anticipated new revenue streams to determine breakeven point. Is responsible for all of the analysis and data preparation for all the Franchise Fund accounting (standardized obligations and payments) such as: Law Enforcement Training, Austin Automation Center, Finance Services Center, background investigations, transit benefits, dependent and heath care. Incumbent is responsible for concocting and performing quality assurance reviews as directed by supervisor. VHA Handbook 1730.2 will be the guide used to conduct such audits. All reports and follow up memorandums will be prepared and forwarded to hospital management for concurrence. Any audits assigned will be determined at the beginning of each quarter. Incumbent is responsible for conducting quarterly unannounced Agent Cashier Audits as directed by supervisor per direction of the VACT Healthcare System Director. All reports and follow up memorandums will be prepared and forwarded to Hospital Management for concurrence. The Incumbent is responsible for validity assessment of all construction projects and data gathering in order to submit to VISN management for review. Includes input to various forms such as Acquisition Applications, Cost Effective Analysis (CEA's). Notes and Assumptions, etc. Incumbent is responsible for but will not be limited to the following assignments: a) DSS liaison for the Business Office. b) Perform ADPAC as a backup. c) Perform A/OPC duties as a backup. d) Perform CAPRES survey. e) Perform Physician and employee, timecard audits. f) Prepare VHA Tenant/Non-Tenant Support Report. g) Prepare contract FTEE report. h) Performs other related duties as assigned by supervisor. This position is covered by locality-based comparability pay. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Veterans' preference does not apply to internal merit promotion announcements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You must qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: researches data for administrative use in problem solving; develops, oversees and monitors administrative programs; provides program cost analysis, cost-benefit analysis to aid in strategic decisions; possesses strong customer service skills to assist in resolving complaints. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. Degree must be relevant to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of graduate level education may be used to qualify applicants for positions at grades GS-11. The education and experience must be directly related to the work of the position to be filled. Physical Requirements: The employee does sedentary work, such as sitting comfortably. There may be some walking, standing, bending, carrying of light items, or driving an automobile.
