This position serves as principal deputy to the Associate Chief of Staff of Education of the Bay Pines VA Healthcare System functions with a board range of duties and responsibilities directly supporting the mission and operations of the Education Support Service. The incumbent is responsible for the day-to-day administration and operation of the trainee and residency training programs. You may serves as the facilities primary educational liaison with VISN 8 & VHACO program offices.
Duties
Duties consist of the following, but are not limited to:
Supervising personnel in the Education Service by planning work assignments, developing standards and evaluating performance of subordinate supervisors and other education employees.
Overseeing the tracking and completion of all requirements for students and residents processing into Academic Affiliations, assurance all guidelines are adhered to.
Identifying and recommending solutions to the critical problems affecting the administration of national social programs and the attainment of agency program goals and objectives on the VISN, National and local education programs.
Establishing and maintaining systems to meet the daily, quarterly, and annual activities for an effective program.
Identifying new courses and/or goal-oriented programs which should be developed or offered in specific occupational, operational, or functional areas.
Determining goals and objectives that need additional emphasis; determines best approach or solution for resolving budget shortages; and plans for long range staffing needs, including such matters as whether to contract out work.
Developing and ensuring policies and procedures are in regulatory compliance as it relates to the tuition reimbursement House Staff and Associated Health Training Programs.
Ensures compliance with all Graduate Medical Education (ACGME) and American Osteopathic Association (AO), standards.
Supervisory Statement: A one year supervisory probation period may be required for this position.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
This occupational series has an Individual Occupational Requirement (IOR) which is a minimum qualification requirement. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
or
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
In addition to the IOR above, the requirement below must be met.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing, establishing and managing policies and procedures; Maintaining administration and operations budgets, human resources, process improvements, and space resources; Collaborating with other services, education, and employee development; Identifying and recommending solutions to the critical problems affecting the administration of national social programs and the attainment of agency program goals; Hands on experience with instructional methods such as teaching, training, research, making presentations, lecturing, and testing; and supervising personnel by planning work assignments, Developing standards and evaluating performance of subordinates.

Physical Requirements: The work is sedentary in nature normally performed sitting Occasionally, there may be some standing, bending and walking.
