The primary function of this position is to identify, develop, coordinate, evaluate, and implement educational programs at the Bay Pines Veterans Affairs Medical Center, Education and Learning services. In so doing, the incumbent will function as a member of the education team to develop, provide and evaluate training activities to an inter-disciplinary staff and volunteers at this facility.
Duties
Duties consist of the following, but are not limited to:
Serves a primary role in the development of specific course content for complete courses, such as in advanced technical systems or courses at the professional staff level.
Develops specific course content for prescribed or identified topics, i.e., Mandatory Review, Just in Time Training, etc.
Plans and conducts evaluations, which evaluate and predict program achievements and participant performance, and prepares interpretations of results and recommendations.
Performs duties involving the instruction of training courses or the modification of course content and/ or materials.
Responsibility includes having the primary role for course content development.
Conducts studies and performs analyses on course-related subjects and/ or coordinates activities involving Programs of Instruction.
Analyzes educational or instructional problems or questions involving a functional specialty area of education and training, a subject-matter area, or may involve a grouping of courses.
Performs duties involving promoting, coordinating, and improving education policies, programs, standards, activities, and opportunities.
Prepares policies for complex program areas.
Provides guidance and advice on the implementation of educational programs, projects and/or activities, and on the problems and issues encountered within those activities.
Ensures appropriate delivery to a broad cross-section of Medical Center employees.
Performs duties invoiced in educational program/ project planning, development, coordination, and/or promotion, and may involve the establishment of criteria and conditions for program/ project evaluations.
Establishes program/ project goals and objectives and identifies results indicative of successful program accomplishments.
Assists with the development of strategies for effective communication of program information.
Performs work related to the initiation, administration, and/or closeout of contracts, grants, cooperative agreements, and/or interagency agreements (IAGs).
Performs the full range of activities for grants/agreements that involve significant special provisions.
Monitors the cost, management, and overall technical performance of the contract after award.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
This occupational series has an Individual Occupational Requirement (IOR) which is a minimum qualification requirement. Basic Requirements:
Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position Note: 24 semester hours will be considered as equivalent to a major field of study.

Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. Note: The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs work in the development of courses for training programs; Performs work associated with the evaluation of course in training programs; Instructs courses in a Program of Instruction; Performs work involving modification of training courses; Conducts studies and analyses in functional specialty or subject matter areas; Performs work related to coordinating projects for the development and implementation of training course, sequence of courses, or course materials; Formulates new or revised policy covering educational programs, activities, or functions for which the agency has responsibility; Analyses new or proposed policy concerning education programs and issues to assure compliance with regulations; Provides advice and assistance in the implementation of educational programs/ projects; Provides technical assistance, consultation, and guidance to national, state, and/or local agencies, organizations, research entities, or agency field staff regarding the development, extension, and improvement of educational studies, programs, systems, strategies, and services; Plans, promotes, and develops educational programs and projects by stimulating activity and providing direction; Performs work in establishing the standards by which the education program and/or project will be judged; Participates in agency operational or planning meetings or other formal or informal settings where the incumbent publicizes educational program accomplishments and solicits resources or other forms of support and cooperation necessary to ensure program success; Coordinates educational program/project activities such as meetings, conferences, information gathering, and conducting negotiations; Prepares the procurement request rationale document for submission to the Contracting Office.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Physical demands include above average ability, dexterity, or strength are required to perform the work. Transporting, lifting, setting up of equipment for educational training purposes and activities. Work is a mix of sedentary activities with periods of sitting at desk/computer terminal, walking, standing at length while teaching, bending, canying of items, driving of an automobile, etc. to facilitate program set up. Fieldwork may involve traveling to interviews, meetings, and sources of information on and off campus. Position requires frequent multi-tasking and management of concurrent projects/programs.
