This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), State Demonstration Group (SDG), Division of Demonstration Monitoring, & Evaluation (DDME).
As a Social Science Research Analyst, GS-0101-14, you will serve as a technical authority within SDG to evaluate states' efforts to accelerate service delivery and payment innovation in Medicaid under section 1115 waiver authority.
Duties
Direct project management support and serve as a Medicaid program team leader in reviewing, evaluating, and analyzing state Medicaid section 1115 demonstration monitoring plans and evaluation designs.
Lead in providing expert technical consultation with inter-agency or inter-HHS departmental technical work groups.
Participate in discussion of options that support decision-making on projects of relevance to financial or service delivery performance, or health insurance important to a state, CMS, or another agency in HHS.
Analyze and evaluate proposals which relate to health care financing, service delivery system performance and program integrity, and participate in developing recommendations to leadership regarding technical acceptability.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Overseeing the conduct of evaluations of programmatic, financing and/or provider reimbursement policies for demonstrations under state or national healthcare programs; 2) Providing technical guidance on policies or initiatives related to Section 1115 demonstrations for Medicaid and/or national health coverage programs; AND 3) Leading assigned program activities or projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
