The incumbent is responsible for providing administrative support to the Social Work Service at the Syracuse VA Medical Center.

Duties

GS-7 The incumbent serves in a developmental capacity at the GS-07 level. Key functions will be similar to those described at the full performance level of the target position. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level. GS-9 (Full Performance Level) Major Duties: Performs a wide variety of administrative tasks associated with maintaining and supporting work performed within the assigned programs across ICCs. Reviews Social Work Service Standard Operating Procedures (SOP), identifies problems with existing program or policies, recommends changes, and updates them as needed at the direction of the Social Work Executive. Drafts new Social Work Service SOPs with leadership input as needed for programs. Independently manages the Social Work SharePoint site. Prepares a variety of reports with input from the Social Work Executive and others for service, facility, and VISN use. Reports include but are not limited to: on call social work utilization, Social Work Productivity, position tracking, supervision, and program specific reports related to utilization and outcomes. This includes creating new reports and modifying existing reports, analyzing the data, and making recommendations. Responsible for MCA labor Mapping of social workers with ability to review workload and make necessary adjustments independently. In conjunction with the Social Work Executive, manages the On Call program for all facility social workers. This includes creating and updating the schedule, soliciting volunteers for available weeks, keeping track of holiday coverage, ensuring resource guide is up to date, communicating the schedule to other services and timekeepers, and tracking on call utilization. Make recommendation regarding the On Call SOP. Incumbent assists with personnel management for Social Work Service including. Serves as point of contact with Human Resources for recruitment. Maintains records of FTEE, staffing lists by licensure levels and programs, program ceilings and reports necessary based on this information. Assists with updating Functional Statements, and ensuring performance requirements including competencies, Scopes, Privileges, and mandatory trainings are up to date. Provides consultation to Social Work staff and assists the Social Work Executive with preparation of recognition awards, disciplinary action, and leave management. Assists by tracking recruitment and organizing interviews for staff and social work trainees. Communicates with training affiliates to ensure that administrative requirements are met. Tracks supervision requirements and supervisor assignments. Assists with the development and management of the service line budget, including data reporting to meet Social Work Service annual operating expenditures, which includes supply, travel, and education fund control points. Serves as the daily operations liaison and fund control point official for social work resources and fund control points, monitoring funds and needs of the service. Monitors account balances and makes recommendations for fund utilization. Orders supplies for the service and programs. Coordinates education and travel for social work service. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday from 8:00am to 4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 level and for a GS-09 position you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of financial planning, budget analysis and possesses, skill in oral and written communication and in the development of presentation and reports, Proficient skill in utilizing programs such as Microsoft Word, Excel, PowerPoint, Access and Outlook to effectively perform the duties of the position, with ability to create and present data and reports. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of financial planning, budget analysis and possesses, skill in oral and written communication and in the development of presentation and reports, Proficient skill in utilizing programs such as Microsoft Word, Excel, PowerPoint, Access and Outlook to effectively perform the duties of the position, with ability to create and present data and reports, Knowledge of management principles, organizational theory and ability to analyze information, knowledge of personnel administration that incudes human resources policies and processes, functional statements, clinical privileging, grievance procedures, performance standards, and disciplinary actions. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.
