The incumbent will serve in a developmental assignment designed to provide the knowledge, skills and abilities and experience necessary to perform at the GS 11 level.
The supervisor, Medical Center Director, or designee, provides supervision. The incumbent will organize work to achieve approved goals, consulting with the supervisor when problems are encountered.
Areas of responsibility include financial, resource, personnel, property management, administrative, data processing, procurement.
Duties
Directs the personnel management program for the organization, performing or overseeing a full range of human resource requirements. Performs the full range of personnel management and administration for a small organization with varied functions and activities.
Acts as the liaison with the human resources office concerning personnel-related matters.
Provides advice and assistance to staff concerning Federal and agency personnel processes and procedures.
Assist managers and staff in projecting staffing needs, writing position descriptions, developing job analysis, preparing performance plans and appraisals, processing training requests and drafting disciplinary and adverse actions.
Reviews, analyzes and interprets incoming requests, recommend appropriate actions, or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
Calls to the attention problems that require agency human resources office intervention or correction.
Provides orientation for new staff.
Keeps managers informed of the status of on-going personnel actions. Provides advice on solving complex personnel related problems.
Provides for the budgeting and financial management for the Executive Office. This included budget information, justification, and execution; financial management; and financial reporting. Provides advice to management and program personnel on budgetary and finance issues.
Manages Budget formulation and execution for a changing budget of administrative expenses involving different funding sources.
Analyzed Federal Budget calls, reviewing guidelines and instructions.
Briefs executive leadership of schedules and data requirements.
Participates with executive leadership in reviewing office needs, plans, and goals to develop budget data and justification for review and approval.
Prepares budget package for submission to the budget office and responds to all questions as needed. After budget has been approved, directs execution.
Monitors balances, and status of projects, recommends reprogramming of funds as needed. Justifies requests for reprogramming as necessary.
Manages procurement and contracting for the Executive Office. This may include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement and contracting records.
Exercise supervisory authority involving work assignment and review to include administrative and personnel management functions that are communicated through the formal employee performance managements systems.
Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/06/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS-7,for a GS 11 position you must have served 52 weeks at the GS-9 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 or GS-7 in the normal line of progression for the occupation in the organization.
Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
