The primary purpose of this position is to serve as a Management Analyst, providing a wide range of program planning, development, organizing, collecting, evaluating, coordinating, execution and analyzing data found during organizational audits.
Duties
Analyzes trends and develops resource utilization plans. Analyzes data and acts to assure its integrity, and as required by higher headquarters, develops short and long-range quality programs.
Drafts, prepares reports, decisions, recommendations, and analysis submitted by subordinate quality review teams, groups, and/or specialists to assure they accurately reflect the policies, and views of the organization.
Meets with various management levels and other personnel to resolve problems and create control and analytical techniques to resolve problems.
Participates in meetings, conferences, and reviews, and provide guidance, advice, and assistance as required or requested.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
This position is a developmental GS-09 Target GS-11 position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-09.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes with little to no instructional guidance; performing fact-finding and investigative techniques; oral and written communications; and development of presentations and reports; analyze and advise management on the evaluation of the effectiveness of programs and operations or the productivity and efficiency; knowledge of the substantive nature of agency programs and activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.B. or J.D., if related. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%. NOTE: You must submit a copy of transcripts.
SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes analyzing internal and external quality data to determine effectiveness of Quality Assurance Plans (QAPs) and adequacy of Corrective Action Plans (CAPs). Analyzes data for trends/opportunities for improvement across the organization. Develops/Recommends improved quality techniques, procedures, and programs for application to depot maintenance workloads. Participate in formulating goals objectives and milestones.

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.M., if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of AFSC activities for the Complex.
Knowledge of financial goals and objectives, the sequence and timing of activities, and methods of evaluating the effectiveness of support activities. Knowledge of a wide range of financial and management activities involved in the budget planning, resource execution, and financial monitoring for assigned programs
Knowledge of the relationship of the various OC-ALC and Group entities involved in overall program planning and execution of logistics support to our military customers. Ability to establish and maintain relationships with key individuals/groups outside the immediate work unit to include AF match MAJCOMs and representatives from other services.
Ability to develop and use appropriate data collection techniques.
Ability to plan, organize, and negotiate effectively with senior analyst and management officials to review and accept recommendations where proposals involve resources and require changes in established concepts and procedures.
Ability to negotiate issues and to work effectively with a diverse group to develop common objectives.
Ability to communicate effectively both orally and in writing clearly, concise, and with technical accuracy, and maintain good working relations with all individuals and organizations.
Ability to recognize and analyze problems, conduct research, summarize results, and the ability to communicate those results.
Knowledge of standard safety and health practices and established policies and procedures.
Knowledge of established quality principles and objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
