The position is located at the Department of Defense (DoD) Office of Inspector General (OIG) Human Capital Management (HCM), Employee Performance Management Division (EPMD). The EMPD oversee the Civilian Personnel Management System: Performance Management and Appraisal Program, Awards and Recognition, Workers Compensation Program, and Employee Relations (ER). ***This announcement will close once the applicant limit of 50 is reached***

Duties

Serves as the agency SME on all aspect of performance management and performance incentive awards. Develops and assists in the formulation and dissemination of the DPMAP and recognition policy to all employees. Reviews and interprets office of Personnel Management (OPM) and DoD and other related echelons for impacts on local implementing instructions to include OIG Instructions and Standard Operating Procedures (SOPs). Develops and maintains SOPs in reference queries and reporting procedures. Maintains expert knowledge of performance evaluation systems, including policies, procedures, and practices. Reviews recommended appraisal formats, and standardized performance elements to assure sound and consistent application of regulatory guidance and procedures. Works closely with supervisors/managers to ensure all organizational changes are conveyed and incorporated in alignment with management goals and organizational policy and processes.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as security designation level Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience Definition: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Consulting with and advising management and employees on Performance and Awards program. Researching laws and regulations relating to performance management. Skill in writing performance elements with standards as well as other written communications that deal with all aspects of performance management. Planning, developing, managing, advising, and evaluating the performance programs. Serving as the principal advisor to higher level management on a full range of law, policies, regulations and practices within the realm of performance management. Ability to create and conduct data analysis which is the process of systematically applying statistical and/or logical techniques to describe and illustrate, condense and recap, and evaluate data. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
