You will serve as a TELECOMMUNICATIONS SPECIALIST / Fleet Navy Communications System Coordination Center (NCCC) Authorized Service Interruption (ASI) Manager in the Command, Control, Communications, Computers, and Intelligence (C4I) Directorate of OPERATIONAL SUPPORT FACILITY.

Duties

You will coordinate all external and internal C4I installations, upgrades and maintenance affecting critical circuits and satellite communications to Navy shore and afloat commands to prevent or mitigate any operational impact Serves as the Authorized Service Interruptions (ASI) Manager for PACFLT managing internal and external ASI processes to ensure that all ASIs are tracked and monitored, resulting in zero unexpected outages as the result of a planned ASI. You will develop and maintain a full range of documents required to provide a prioritized list of systems, networks, and circuits supporting operations. You will develop and update Tactics, Techniques and Procedures (TTP), instructions, processes and Standard Operating Procedures (SOPs) to document the correct responses and coordination with the proper CS entities You will Identify, characterize, and develop mitigation recommendations to minimize network interruptions. You will represent PACFLT and Navy interests in shaping DISA and USINDOPACOM policies for ASI requirements, submission, routing and approval. You will assess operational mission impact of communications systems outages and degradation, and provide communication system management to all communication system entities that support Pacific maritime operations. You will provide guidance in the selection and application of appropriate problem-solving methods and techniques, and provide advice on work methods, practices, and procedures. You will report situational awareness acquired and the operational and technical impact assessments to other watch stations and individuals in the chain of command. You will maintain, update, and develop architectural schematics of COMPACFLT dependent networks and dependencies. You will establish and maintain Mission Essential circuit listings for COMPACFLT as well as subordinate staffs to identify dependencies and restoral priorities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to deploy on short notice on ships, aircraft, and at other remote locations under field conditions.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying telecommunications concepts, principles, and practices to analyze Command, Control, Communications, Computers, and Intelligence (C4I) installations, upgrades, or maintenance affecting satellite communications and critical circuits to identify difficulties and communications problem and mitigate or prevent operational impact.
