Management & Program Analyst is responsible for auditing data and performing data validation studies, working with the other hospital personnel on a daily basis, writing of policies and procedures, and conducting statistical analyses. Compiles, organizes, validates and analyzes computer generated output in such a manner that study results may be used by management for detection of trends, internal audits, and evaluations.
Duties
Provides programmatic information delegation pertaining to daily operations to the program managers, consisting of, but not limited to, open encounters, outstanding secure messages, pending/open consults, providers absences, (for coverage purposes), provider schedules, appointments, and pending return to clinic orders.
Provides administrative oversight in developing and managing national level data and reporting systems affecting all levels of the VA Office of Mental Health & Suicide Prevention (OMHSP) program oversight for daily operations to the MH&BS Service.
Providing oversight and guidance for developing projects, analyzing and evaluating the effectiveness of services for operational projects, and clinical coordination and administration of services provided under VA's Mental Health services.
Ability to set priorities and delegate tasks in order to meet multiple deadlines, analyze complex organizational problems, and ability to
develop and implement effective solutions for these problems.
Administrative functions including Decision Support Systems, budget management, resources allocation, Health Information Management, and Veteran benefit and eligibility.
Develops implements, evaluates, and monitors training for liaisons and direct care providers.
Serves as coordinator of the integral aspects of grant and project development including monitoring, and when necessary facilitating, VA Construction Management reviews, VA medical center pre-disbursement reviews, and VA medical center initial inspections.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of medical center records systems and reporting requirements including internal, regional and national requirements..
Knowledge of VA patient workload reporting systems such as National Patient Care Database.
knowledge of staff mapping and DSS business rules.???????
Gather, assemble and analyze a wide variety of complex data for accuracy and appropriateness.
Ability to prepare and present written or oral quantitative/qualitative reports based on conducted research, compilation and review of data.
Knowledge of VISTA database structure to provide management with clinical and administrative information for ad-hoc reports and recurring statistical information which impacts medical center workload projections.???????. OR,

Physical Requirements: Physical demands are no greater than any other management position, involving frequent walking, bending, sitting, etc., although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. The work will involve some physical moving of computer equipment.
