This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Human Capital and Talent Management, Office of the Assistant to the Administrator/Front Office, at the U.S. Agency for International Development (USAID).

Duties

Executes liaison operations with the agency’s contracting office for critical programs and activities. Directs procurement/acquisition liaison operations for critical programs with broad agency impact. Provides technical focus for the implementation for projects, monitors contractor progress in meeting objectives, reviews deliverables, adheres to schedules and budget, and updates leadership, advising course corrections as data becomes available. Assesses program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs of an agency. Facilitates organization-wide knowledge of effective techniques for planning, processing and managing acquisitions. Provides constructive and creative suggestions for end-to-end HR and agency-wide solutions to improve the acquisition process. Manages contract financials in accordance with agency’s policy and Federal Acquisition Regulations (FAR) and prepares analysis and recommends course corrections to organization leadership and implementing partners as needed. Follows all Federal and agency requirements regarding Records Management, Privacy, Freedom of Information Act (FOIA), Transparency, Ethics, procurements, and attends and participates in all mandatory training and agency events.

Requirements

  • Relevant experience (see Qualifications below).
  • Must be able to obtain and maintain a Secret security clearance.
  • Time in grade must be met by the closing date of the vacancy announcement.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • You may be required to serve a one year probationary period.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. Specialized Experience: One year of specialized experience which includes a) Promoting acquisition best practices by preparing and updating, as necessary, agency or equivalent policy and procedures for acquisition and contract management; b) Managing contract financials in accordance with an agency or equivalent policy and Federal Acquisition Regulations (FAR); c) Assisting with pre-award requirements and technical evaluation for all agencies or equivalent contracts; AND d) Working with a Contracting Officer/Agreement Officer to ensure prudent contract and financial management practices, to include monitoring partners' progress in achieving projects' objectives, reviewing deliverables, and ensuring partners adhere to schedules and budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Contracting Officer's Representative (COR) level III is preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
