This is a Project Manager/Analyst under the supervision of the Chief, Programs and Project Management Section of Engineering at the Phoenix VA Healthcare System. It is responsible for the development, implementation, and monitoring of projects/programs with significant scope or complexity related to facility improvement upgrades, facility planning in support of Strategic Capital Improvement Plan, leasing program oversight to include tenant improvement projects for 40,00 GSF or more, etc.
Duties
Duties of the GS 12 level position include but are not limited to:(If hired at the GS 11 level the duties will be performed under a higher level of supervision and/or not before training)
Serving as the Contracting Officers Representative for Capital Improvement, Maintenance and Repair and oversight of leased properties.
Developing a Project Management plan for each assigned project.
Implementing corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the program.
Negotiating and integrating all station functions, customer needs, regulatory requirements and other agencies' commitments in support of assigned projects into a comprehensive plan.
Controlling and managing project milestones and budgets from initial studies through construction and initial operations.
Allocating project funds to contractors, consistent with progress attained, and measuring and monitoring performance to assure charges are authorized and appropriate.
Reviewing and analyzing cost reports to assure charges are authorized and appropriate.
Providing date and analysis of capital asset utilization and space needs as they relate to gaps in clinical, operational, and facility programs.
Coordinating the planning, design, cost engineering, construction, and environmental considerations, etc. for constructions projects varying in scope and complexity as measured by their diversity, geographic area, management demands, technical intricacies, and public/regulatory issues.
Serving as the primary point of contact for assigned projects with customers, Federal, State, and local government agencies, other external organizations and higher authorities.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:00 a.m. through 3:30 p.m., May vary for special projects.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS 11 level you must serve 52 weeks at the GS 9 level and for the GS 12 you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
For GS 11:Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Performs workflow assessment and optimization in clinical, administrative, educational, and research domains
Adapts software controls to existing workflow
Primary resource for VHA Leadership when mission critical updates/problems are identified at the facility, regional, or national levels
Subject Matter Expert for new technology assessment and usability
or
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
or
a combination of education and experience. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level(beyond a Masters degree); and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Physical Requirements: Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area.
