This position is located with the Office of Secure Transportation (OST), Office of Technical Services (OTS), Safety and Security Division (SSD), Environment, Safety and Health Branch. The position serves in a technical position role responsible for planning, administering, evaluating, and coordinating the OST Over-the-Road safety basis document and the Integrated Safety Management (ISM) system description which includes the OST Quality Assurance program

NNSA General Engineers and/or Physical Scientists in these positions will provide engineering, and/or scientific professional design, research and development advisory services for a variety of complex programs, systems, operations, projects and facilities. Qualifications

You must meet the Basic Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below. SPECIALIZED EXPERIENCE REQUIREMENTS: The specialized experience listed are the minimum requirements for the series, each particular vacancy may have additional experience necessary to meet the applicable grade level. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service. NN-02: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level (NN-01 or GS-8) in the Federal Service. Specialized experience for this position is defined as: Experience applying general engineering or physical science principles and practices to address portions of engineering and/or scientific programs and projects; analyzing facts, conditions, and data to draw conclusions and making recommendations; and drafting technical reports, papers, and or memoranda and orally communicating technical findings. OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR A combination of graduate level education and specialized experience. NN-03: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level (NN-02 or GS-11) in the Federal Service. Specialized experience for this position is defined as:Experience ensuring regulatory compliance of programs and projects; reviewing guidance, program plans and strategies; and recommending solutions to scientific, engineering, or program management problems and issues. Examples of Specialized Experience: 1. Experience applying principles, theories, concepts, and practices of nuclear engineering and supporting engineering disciplines sufficient to research, analyze, interpret, evaluate, and carry out established assignments 2. Experience applying national codes, regulations, and standards, in the areas of industrial safety, environmental protection, worker health and safety, nuclear safety and/or quality assurance. 3. Demonstrated experience in participating in technical safety analyses, evaluations, inspections, compliance reviews, and /or accident investigations. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.

Education

0801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). OR

1301 - Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
