The incumbent serves as a Deputy to the Assistant Deputy Administrator (ADA) for the Office of Stockpile Modernization, NA-125. The Deputy ADA provides direction, guidance, and supervision for assigned staff, over matters pertaining to the formulation, review, and execution of major weapons system acquisition programs including for the $50B+ modernization portfolio.

Duties

As a Supervisory General Engineer/Physical Scientist you will: Perform the supervisory duties greater than 25 percent of the time, managing subordinate employees. Plan work to be accomplished by subordinates, set and adjust short-term priorities, assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. As part of the assigned supervisory responsibility, may participate in candidate interviews for positions and recommends appointment, promotion, or reassignment to such positions; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Manage acquisition activities and ensure an executable program baseline (scope, schedule, and cost). Manage and direct development, qualification, and production activities for the stockpile modernization programs. Maintain interface with DoD on nuclear weapon development and production for the stockpile modernization programs. Maintain interfaces with NNSA facility/capability projects to ensure alignment with acquisition needs. Direct special studies that include stockpile management and risk. Manage major acquisition programs implementing established Defense Programs guidance and policies concerning cost, schedule, and scope. Manage the Phase X/6.X and Planning, Programing, Budget, and Execution portfolio for the stockpile modernization programs. Ensure program requirements are well defined, documented and under change control. Lead special studies, evaluations, and briefings to assist in the decision-making process, and undertakes other activities as assigned, such as preparation of status, progress, and special technical reports, prepares and presents management briefings, develops testimony and documentation for use by senior management in high level meetings. Ensure technology and manufacturing readiness levels for components and related equipment are progressing to meet the program and delivery schedule. Recommend M&O contract performance measures on stockpile modernization activities in concert with the formulated operating budget and provides evaluations of contractor performance against established performance measures on the assigned weapon program. Participate in strategic meetings with customer and stakeholders. Negotiate and approve stockpile-related memorandum of understanding or Interagency Agreements with the DoD (and other parties as appropriate) on the assigned weapon program.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal service i.e., EN-04, NN-04 or GS-15. Specialized experience for this position is defined as experience conducting at least 4 of the 5 following activities. 1. Experience providing leadership and direction in the application of system engineering, nuclear weapons, or major system acquisition program. 2. Experience leading the oversite of major acquisition programs that includes generating strategic plans, establishing requirements, and managing long-range budgets. 3. Experience in communicating with congressional members, Nuclear Weapon Council, and ranking members within the Department of Defense and foreign governments. 4. Extensive experience leading subordinate engineers, program managers, and analysts in the planning, execution, and delivery of major acquisition programs. 5. Experience leading program cost estimates, establishing long range goals for staffing requirements, budget, and improving major acquisition management systems. Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). 1301- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
