Duties
You will serve as a Telecommunications Specialist in the Contract Coord and Planning Branch, Base Level Communications Planning Div, Plans, Programs and Requirements Dept at Naval Computer and Telecommunications Area Master Station, Pacific.
You will provide engineering solutions and technical evaluation for telecommunications equipment upgrades and replacements.
You will initiate project from receipt of valid Telecommunications Service Request (TSR) or tasking from the Branch Manager.
You will perform on-site surveys to determine level of service, material and equipment required to provide service, availability of inside and outside cable plant to facilitate connectivity, and Government or commercial service provider options.
You will receive, review and verify Telephone Service Requests (TSR) or project-action tasking from the Branch Manager.
You will determine service requirements, scope of work, and feasibility working in coordination with requesting customer.
You will respond and assist in emergency service restoration during times of outage of telecommunications systems.
You will provide training on state-of-the-art systems and equipment installation, modification and repair techniques.
You will coordinate, negotiate, and prepare correspondence to local and Continental United States (CONUS) -based commercial vendors, contractors, local telecommunications service providers and other service and equipment contractors.
Requirements

Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience providing technical advice and assistance on the installation, operations and maintenance of telecommunications systems and services.
-Experience designing, interconnecting and interoffice trunking of telephone cable plant and equipment with emphasis on analog, digital and optical signaling systems.
-Experience developing recommendations, resolving problems and initiating corrective action pertaining to voice, data and video communications.
-Experience planning, scheduling and coordinating installation and/or relocation of telephone systems.
This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0391-11.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successfully completed a Ph.D. or equivalent doctoral degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR
Successfully completed an LL.M. degree that is related to the position being filled.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
