This position is located in the Small Business Administration, Office of Field Operations - Region X in one of the locations listed above. This Business Development Specialist provides information on the purpose of the 8(a) Business Development program, the eligibility requirements for participation in the 8(a) BD program and explains the application process.
Requirements
- You must be a U.S. Citizen.
- You must successfully complete a background investigation.
- You may be required to serve a one-year probationary period.
- Incumbent requires a valid driver’s license (VDL).
Qualifications
GS-09: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, obtained in either the private or public sector, that demonstrates the ability to work in all of the following: assisting in reviewing, researching and referencing federal procurement laws, regulations, policies, and procedures; participating in outreach, training, presentations and education on a variety of business management and financial management topics; providing support to senior staff in promoting an organization's programs and services through outreach and marketing. These qualifications must be clearly referenced in your resume.
GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector: that demonstrates the ability to work in all of the following: reviewing, researching and referencing federal procurement laws, regulations, policies, and procedures; assisting and coordinating training, educating or developing businesses interested in working with the government or with prime contractors; promoting an organization's programs and services through outreach and marketing. These qualifications must be clearly referenced in your resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.

Education may be substituted for experience for this position.

GS-11: Successful completion of a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination of Experience and Education:
GS-09: A combination of related graduate education and specialized experience as specified above. For example, an applicant who has 1 full year of Masters level education (i.e. 50% of education required) and 6 months of creditable specialized experience equivalent to the next lower grade level as described above (i.e. 50% of the required experience) would equate to 100% of the required experience for the position.
