This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an Agency Program Coordinator (APC) for the Government Purchase Card Program (GPC) for the Seattle District, U.S. Army Corps of Engineers.
Duties
Responsible for expanding the GPC program by developing creative card uses to ensure the Agency objectives are achieved and participate in re-engineering efforts to streamline the purchasing process.
Responsible for the development of Standard Operating Procedures and training of personnel in computer related software for the input and processing of credit card invoice purchases.
Ensures that GPC training is provided to all GPC Cardholders and Approving Officials assigned to Seattle District.
Collaborates with Contract Specialists within the Contracting Branch with procedures for the purchase and obligation of higher dollar credit card purchases.
Participates in the completion of procurement management reviews and is responsible for the completion of acquisition management reviews in accordance with current regulations and agency policies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Technology, and Logistics (ATandL) Workforce position in the career field of Contracting.
- The DoD is adopting a single level of certification with foundational training and an examination (DoD Contracting Professional Certification Program). You must obtain this certification within 36 months.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes performing purchase card functions including ALL of the following: (1) monitoring and managing a purchase card program, (2) providing purchase card training, and (3) conducting audits. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
