Vacancies will be filled in the following specialty areas:
Human Capital Office of Human Resource Strategy IRS University
This position is in the Internal Revenue Service University (IRSU). The mission of the IRS University is to equip the workforce with skills development and career advancement opportunities to meet identified business needs.
The following are the duties of this position at the full working level.
At the GS-12 level, the incumbent participates in devising human resources management (HRM) strategies, policies, and programs for Service wide application. Using a broad knowledge of HR principles, concepts, practices, regulations and consultative skills, he/she ensures that the testing, implementation and integration of Learning Systems, automated programs and services support the strategic Human Capital mission of the IRS.
Developing solutions to integration/interoperability issues and implementing current stand-alone products with new and existing Human Capital Learning systems (which includes applying or extending, enhancing or optimizing the existing software or assets). Provides recommendations on modifications to learning systems and assists with writing system procedures.
Leading the review and analysis of Human Capital Learning technology projects to support training solutions and prepare and present briefings to senior management officials.
Serving as a team member in planning, organizing, and directing team efforts in conducting major evaluations of IRS HR learning technology, program operations and other comparable studies. Identifies long and short-term HR learning technology needs.
Developing reports from design to support utilizing Business Objects as appropriate.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-09 Level: To be minimally qualified for this position at the grade 9 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 level in the Federal service. Specialized experience for this position includes: Performing highly structured, entry-level work designed to develop broader and more in-depth assignments used within HR functions; communicating factual and procedural HR information clearly both orally and in writing; and gathering and analyzing basic facts and drawing conclusions regarding HR processes.
OR
You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
Two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
LL.B or JD in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
You may qualify with an equivalent combination of qualifying experience and education.
SPECIALIZED EXPERIENCE: GS-11 Level: To be minimally qualified for this position at the grade 11 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. Specialized experience for this position includes: Applying a wide range of methods, principles, and practices commonly used within HR functions; performing highly structured work designed to develop broader and more in-depth assignments; communicating factual and procedural HR information clearly both orally and in writing; and gathering and analyzing facts and drawing conclusions regarding HR processes. Examples of creditable work experience include: Advising management officials on various HR processes and advising on the procedural and regulatory requirements governing HR functions and or processes.

You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
Three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
You may qualify with an equivalent combination of qualifying experience and education.
SPECIALIZED EXPERIENCE: GS-12 Level: To be minimally qualified for this position at the grade 12 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience for this position includes: Applying a wide range of HR concepts, methods, principles, and practices used in HR functions and processes; independently performing highly structured work including broader and more in-depth assignments and projects; communicating factual and procedural HR information clearly both orally and in writing; and gathering and analyzing facts and drawing conclusions regarding HR processes. Examples of creditable work experience include: Identifying HR needs; conducting a variety of analysis and using the results to make recommendations and support actions; advising management officials on HR sources and strategies while adhering to Federal personnel regulations, agency policies and directives, and contractual provisions governing the HR functions/processes. Assisting and developing other HR personnel.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
