This position is in the Office of the Network Director and reports to the Deputy Network Director. The primary purpose of the position is to provide leadership, strategic direction, and oversight of the compliance activities for the medical facility and to ensure a standardized and effective approach to compliance using the compliance framework, Compliance and Integrity standards, and resources set forth under the Compliance Program national guidelines within the VHA health care system.
Duties

VISN Compliance Program Administration
Develops, recommends, and implements Compliance and Integrity program goals for operational units across the VISN healthcare systems.
Develops new approaches, methods, or procedures in data gathering and analysis techniques. Assists front line operational units in
developing their Compliance and Integrity activities using the compliance framework established by national program guidance and policy.
Develops detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects; interprets complex laws, regulations, and policies in assessing the significance of findings and is not required to discuss significant findings or potentially controversial findings with supervisor prior to out-briefing or development of formal report.
Reviews/Analyzes policy for issues and risk areas under the Compliance Program; takes appropriate action to ensure policies reflect compliance requirements.
Review programs/projects to determine how they can be accomplished with the least disruption to workers and mission operations and ensure directions and schedules are accomplished in a timely manner; provides local healthcare system and VISN senior executives and executive committees regular reporting on implementation and effectiveness of the local health care system's Integrity and Compliance program and communicates timely on an ad hoc basis any urgent and significant compliance or business integrity issues; participates in regular information planning sessions, maintains productive interaction with VISN program staff, reports on the status and progress of work accomplished to date, and monitors work in progress.
The VISN ICO attends pertinent senior level and strategy meetings as a member of organizational leadership. Independently develops training plans.
Conducts training for VISN team members, managers, and agency employees.
Investigations
Serves as an expert authority on factfinding and administrative investigation processes.
The Office of Integrity and Compliance (OIC) is the hub of fraud, waste and abuse (FWA) efforts across VHA.
Plans and conducts inquiries and investigations, for VISN 2, into complaints, allegations of fraud, waste, abuse, financial irregularities, improper conduct, inappropriate behavior, and other situations in which individuals assert they have been wronged or that a system is not functioning as required or designed.
Receives all cases, conducts preliminary analysis, and determines whether to accept the case or whether there is an appropriate avenue
of redress.
Strictly complies with procedures for investigations.
Sorts cases according to complexity and type.
Provides case management tracking, oversight, and expert advice.
Inspections or Evaluations
Evaluates and assesses overall operations of organizations by reviewing assistance and investigation activity in such areas as resource use, senior leadership, training, compliance with regulations and directives, business practices, etc., to determine the overall effectiveness.
Inspects, examines, and evaluate programs and functions to: assess compliance with laws and regulations; promote efficiency and economy of operations; and detect systemic weaknesses, deficiencies, irregularities, and improprieties.
Formulates recommendations to resolve problems found, coordinating with visited organization/activity and staff personnel for comments.
Internal Controls and Oversight
Exercises oversight of implementation of the Integrity and Compliance program within the local healthcare system to ensure it is effective.
Establishes program objectives and units of measure for determining when objectives have been met; alerts health care system's leadership of any material noncompliant or unethical activity detected.
Implements national Integrity and Compliance controls, solutions, and programs at the VISN level.
Develops and implements internal controls and solutions in partnership with risk owners to manage and mitigate key risks that may adversely impact healthcare system objectives.
Work Schedule: Monday - Friday 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience developing and distributing written standards of conduct, written policies, and procedures that promote commitment to compliance; Ability to develop, new approaches, methods, or procedures in data gathering and analysis techniques; Experience developing detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects; Ability to serve as an expert authority on factfinding and administrative investigation processes; and Experience evaluating and assessing overall operations of organizations by reviewing assistance and investigation activity in such areas as resource use, senior leadership, training, compliance with regulations and directives, business practices, etc., to determine the overall effectiveness.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required when visiting different sections of the health care system for meetings or fact-findings. Inspections may require walking between multiple locations.
