The incumbent serves as a Health System Specialist for VA New Jersey Health Care System (VANJHCS). The incumbent provides strategic support and assistance to the Associate Chief of Staff (ACOS) for MH&BS and all section Chiefs in Mental Health regarding both facility and VISN-wide initiatives, metrics, and projects as they relate to the Network Director (ND) and Medical Center Director's (MCD) Performance Plan.

Duties

Duties to include but limited to: Supervisory Functions: Organizes, plans, assigns, and reviews the work of subordinate professional and administrative MH&BS staff members. Recommends changes to increase productivity, revise staffing, improve employee engagement, and minimize burnout, and/or optimize efficiency of resource utilization within the service. Makes decisions on problems presented by subordinate staff, makes and/or approves selections for subordinate positions, reviews and approves disciplinary actions and implements ways to improve business practices. Evaluates the work performance of subordinates through the Performance Management and HPDM programs, including the development of performance standards and ensures reasonable equity of performance standards and rating techniques are utilized across MH&BS. Works with Administrative Supervisors regarding potentially controversial findings, issues, or problems with widespread impact on the Service or facility. Recommends awards for employees under his/her direction for special contribution, act, service, or achievement. Effectively manages general personnel policies and established practices regarding program operations. Operations: Integrating data analysis in the development of health system programs, along with monitoring and evaluating data/metrics from, SAIL, consult management, power BI., bookable clinic hours, and workload to identify gaps and facilitate preventative care and system redesign initiatives detailed in the NDPP. Attends weekly cabinet meetings with section chiefs, monthly MH ICC, staff meetings, VISN MH ICC meeting, Open Encounters Committee, other service, facility, and VISN meetings as appropriate. Works closely with Logistics in tracking all MH&BS supply orders. Works closely with the Logistics and MH&BS ADPACs in reviewing work order reports for all the OPC's concerning operations. Works closely with the clinic supervisors to assure all clinics are set up to follow the Scheduling Directive. Track all services that support day to day operations of the facilities. Responsible for quarterly labor mapping review and LEAF entry for all clinic development and clinic modifications - group-based programs require regular grid adjustments to serve the veteran demand/needs. Administration/Leadership: Provides technical counsel necessary to meet the procedural, legal, and administrative requirements relating to the care and treatment of VA New Jersey Veteran outpatients. Seeks advice and direction from Regional Counsel when needed or defers to them regarding all serious allegations, making sure to include the ACOS of MH&BS. Reviews all patient complaints with the MH&BS Leadership Team and tracks all complaints assure proper service recovery and actions are taken, and corrective actions applied within the mandated timelines. Works closely with the MH&BS and facility leadership and Patient Advocates to address all concerns resulting in actions that will improve the Veteran experience. Reviewing all PATS-Rs, patient complaints and Congressional inquiries. Involved in the planning and coordination of all Joint Commission, Office of the Inspector General, and other special reviews, and inspections. Overseeing and acting upon policies formulated or pending by VACO; and interprets applicable legislation and agency policies and regulations. Works closely with the GPM team to disseminate GPM reports across MH&BS and teams. Assure completion of mandatory training and compliance for all department employees; the incumbent will establish and maintain cooperation with other Department Managers and Service Chiefs and medical specialists within the VANJ as well as associated community facilities and organizations. Responsible for all hiring actions that need to be entered into MSS, tracking recruitment, work closely with HR and credentialing dept in bringing all new staff in a timely manner. Responsible for scheduling & posting monthly call schedules with the fee basis providers and psychiatry residents. Works closely with the site training director and ACOS education in tracking monthly resident attendance sheets. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The Individual Occupational Requirement for the Health System Specialist position is: Education: Undergraduate or Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience: You must have progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. You may qualify based on your experience as described below: In addition to the individual occupation requirements listed above, you must also have: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Understanding of hospital related issues and clinical business communication processes, knowledge of computer and data management systems and VA databases including HR LEAF/MSS System, Clinic Practice Management Dashboard, VISTA, CPRS, Clinic Access Index, SAIL etc., analyzing data pertaining to sustained wait times in compliance with National Directives, knowledge of proper accounting and expenditures of funds, formulating proposals for top management, and coordinating the delivery of healthcare programs and services. Physical Requirements: Work is mostly performed in an office setting and is partly sedentary. Because of the nature of the position, travel is required to accomplish duties, along with occasional walking, standing, and the carrying of light items. Health System Specialist position requires travel to all 9 off-site outpatient clinics if needed along with the East Orange and Lyons Campus, in effort to assure compliance with all VA Fire and Safety Regulations. Employee may be required to walk to various departments or units at each site.
