Serves as the Compliance Officer for VISN 2 by providing leadership and guidance in the area of compliance to the VISN leadership and Medical Center executives and compliance officers within the Network: The Incumbent fulfills the role of liaison between the VHA Office of Compliance end the field and develops policy supplements for the VISN in accordance with compliance protocol thot contributes to the fulfillment of VHA health core system's mission end vision.
Duties
** Selected applicant will be required to work out of a VISN 2 VAMC- This is not a remote position **
Manages and supervises compliance staff located at medical facilities within the VISN.
Develops formal mechanisms for documenting and tracking operational area compliance training and monitors this mechanism to ensure system is used and information Is captured timely.
Provides direction and guidance to the Medical Center Compliance Officers/Coordinators.
Coordinates efforts to communicate compliance related information which addresses identified compliance risk areas, e.g., results from consultant reviews/internal reviews, to those operational areas that would be impacted by any revisions to current processes and procedures.
Creates communications processes and tools that are flexible, customizable and interactive to address the medical facilities unique compliance challenges and education/training needs.
Attends seminars, training programs and maintains contacts with VISN and Medical Center Compliance Officers to stay aware of important laws, rules, regulations and program changes.
Develops and maintains a system to respond to allegations of improper/illegal activities and recommends enforcement of appropriate disciplinary action against employees who violate internal compliance policies, regulations, or federal health care program requirements.
Maintains a complaint process that includes procedures to safeguard the identity of complainants.
Identifies and investigates system problems and develops policies that address nonemployment or retention of sanctioned individuals.
Initiates investigations when appropriate, of any Issues of non-compliance as well as the implementation of appropriate corrective action plans.
Develops and distributes written standards of conduct, written policies and procedures that promote commitment to compliance (e.g., by Including adherence to compliance as an element in evaluating managers and employees) and address specific areas of potential fraud, such as billing collections and upcoding.
Ensures that an effective system is utilized to monitor and correct diagnostic and procedural coded data for the purposes of research management, outcomes and statistical analysis, financial and strategic planning, reimbursement and quality of care.
Additionally monitor's high-risk areas with a process to measure outcomes.
Chairs the VISN Compliance Committee and provides training and guidance to Medical Center Compliance Officers/Coordinators.
Develops, implements and maintains the Compliance Program throughout the VISN consistent with the seven elements of HSS OIG's Compliance Program Guidance for Hospitals.
Develops and Implements regular effective education and training programs for all affected employees.
Develops and participates in training and education compliance programs on a recuing basis to ensure operations employees maintain understanding of compliance and the VHA' s mission for compliance.

The purpose of the Compliance Officer position Is to provide leadership and strategic direction to the VISN Compliance Program, and to affirm thot all employees within the VISN and Medical Centers adhere to regulatory mandates.
The objective of this position is to ensure the VISN and Medical Centers' full compliance with the VHA, HHS, third party carrier laws and regulatory requirements and to demonstrate that the VHA adheres to their own policies.
Work Schedule: Monday - Friday 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS14 position you must have served 52 weeks at the GS13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience developing and distributing written standards of conduct, written policies, and procedures that promote commitment to compliance; Ability to develop, implement and maintain the Compliance Program throughout the VISN; Ability to provide leadership and strategic direction to the VISN Compliance Program; Experience providing expertise and counsel on incorporating compliance-related activities into the operations areas; and Experience working independently, making recommendations and exercises judgement with little direction in performing functions associated with the Compliance Officer Program.

Physical Requirements: The work is primarily sedentary and performed in an office setting. Work is performed in an office with easy access to telephones, files, calculators, and personal computers. The workplace is adequately heated, lighted and ventilated. May require occasional travel.
