Serves Amarillo VA Health Care System (AVHCS) as Executive Management & Program Analyst for the Office of the Director. Position encompasses a broad responsibility to coordinate, analyze & prepare Executive Leadership Team with diverse products/services (recurrent & unique) in support of broad & specific health service mission requirements and processes of the AVHCS. Ensures current operational success for the executive team while simultaneous setting conditions for future organization success.
Duties
Duties include, but are not limited to:
Decision Support
Leveraging knowledge of qualitative and quantitative analysis techniques and skills to measure effectiveness, efficiency, and productivity across several administrative, medical, and technical occupational specialties throughout the organization to synthesize unique products for Senior Leader consumption and action.
Serving as a subject matter expert and knowledge resource within AVAHCS to collect data through the VISN DataMart, VSSC, Business Intelligence Services Line, SAIL, VistA, GUI Scheduling Software, CPRS, Patient Advocate Tracking Systems Replacement Tool, Pyramid, Symphony, Issue Briefing Tracking, multiple LEAF, COVID Reporting Site, Fee Based Claims System, RAMP Reports and Measurements Tool, Trip Pack Application, CMS Compare, ACSC Intelligent Preventive Care, SharePoint Administrator, VA ePAS, National Labor Mapping Tool, Microsoft Identity Manager, HR Smart AO, Share Folder and File Exchange and Waggl employee voice survey tool.
Analyzing data retrieved from these sources to prepare briefing materials, graphs, reports and correspondence.
Utilizing analysis, creates health care system databases and dashboards to inform staff of key performance indicators.
Developing new and analyzes current workflow, existing policy, and administrative procedures to determine opportunities to improve or correct deficiencies/non-compliance works as part of an interdependent multi-disciplined Executive Office team of professionals that matrixes the organization's human capital to manage mission critical data elements, reports and programs, ensuring the appropriate information and decision briefs are accomplished to optimize the health system resources.
Creating, editing, calculating, retrieving, storing, printing, routing (and/or causing other to) in preparing complex and detailed products and eliciting decisions of the Executive Team.
Operations Support
Ensuring smooth operations of the health systems executive office (i.e., timekeeping, records liaison, agent cashier audit coordinator and manager of a myriad of distribution groups that serve both internal and external stakeholder needs).
Managing the execution of multiple recurring governance and topical ad hoc information and decision-seeking meetings.
Scheduling and resolving conflicting meeting requests.
Consolidating input from various stakeholders and process owners to respond to congressional or higher headquarter requests, plans, organizes and executes events and meetings from groundbreaking ceremonies, special observances, celebrations, Executive Leadership Conferences, Strategic Planning sessions, etc.
Maintaining and operating executive conference room multi-media, video teleconference, computer, and telephone equipment.
Researching and recommending modernization of equipment to support the operations including emergency management and communication equipment.
Maintaining data and databases regarding executive office operations, strategic engagement town hall and community outpatient clinic visitation, stakeholder concerns and responses, all employee survey responses, improvement efforts, and communication plans.
Maintaining distribution lists, access to SharePoint, shared network drives and folders, and other sensitive data.
Office Automation
Advising senior leaders, service chiefs and program managers on the methods and procedures for collecting and analyzing data from management reports using the appropriate data source and information management tools.
Serving as an internal consultant to provide information support to all levels of the health care system with accurate and detailed information regarding the data definitions.
Serving as the Executive/Director's Office Lead ensuring the Executive Suite runs smoothly, all office functions are attended to and patient complaints are properly addressed.
Handling the most complex/difficult complaints to resolution, ensuring proper training and guideingthe rest of the office personnel.
Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and skill for data analysis with objective measures, statistical and qualitative techniques and presentation techniques, including trending for operational and senior executive decision support is required; knowledge and skill developing new measures, data sampling and data gathering when existing data is not currently available, maintained, or monitored; to put the data analysis and trending into proper context, knowledge of the mission, organizational structure, workflow, processes, procedures, policies, regulations, and laws covering a variety of activities from medical coding, fiscal accounting, budgeting, personnel management, regulatory compliance and inspection agencies is required; knowledge is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting and required knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
