This position is located in San Antonio Missions National Historical Park in the Division of Facilities Management.
Duties
- Park Management Team: Serves as the facility management expert in support of park unit management initiatives. Actively involved in decisions affecting overall. park management policy and operations and contributes to the development of park management documents. Monitors and evaluates park functions to ensure compliance with and application of approved management direction. Represents the Park Unit in diverse public contacts with private and public entities to communicate park interests and issues.
- Financial Management: Prepares annual work budget plans for maintenance operations using the NPS financial management programs. Participates in the preparation of Operating Financial System (OFS) requests and identifies program deficiencies. Develops annual and multi-year programs utilizing project management software to augment park base funds in the effective management of facilities and equipment, e.g., cyclic maintenance, repair/rehab, Fee Demo, line-item construction, Federal Land and Highway Programs. Compiles administrative and cost data for reimbursable accounts. Ensures an accountable process to track and reconcile property inventory.
- Project Management: Determines and recommends project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements. Evaluates the need for professional consultation and facilitates the coordination for the design, development, review and evaluation of project documents.
- Compliance: Initiates actions and serves as the liaison for compliance of environmental/cultural issues related to project proposals and park operations. Responsible for implementing programs to address pollution prevention, conservation and sustainable operations. Maintains Park facilities in compliance and best management practices of the NPS Environmental Audit Program. Ensures that work on cultural and natural resources is in adherence with approved Historic Preservation Act and NEPA documents. Responsible for complying with all Building Codes, Life Safety Codes, NFPA Codes and ADA.
- Personnel Management: Exercises the full range of supervisory duties at least 25% of the time. Recruits and recormends selection of employees. Executes established work plans; establishes work schedules and priorities. Recommends promotions, reassignments and other personnel actions. Approves leave, sets performance standards and evaluates and awards outstanding performance. Identifies training needs and identifies training opportunities. Resolves complaints or minor grievances and advises employees on matters related to less than satisfactory performance. Actively supports EEO programs and communicates this-support to subordinates.
Qualifications

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, park service, or other special-purpose installations, including planning maintenance activities and developing preventive maintenance programs; or performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects, directing actual work operations, and maintain appropriate contacts with the organization funding the project; or conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
