Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Supervisory Management and Program Analyst, you serve as the Branch Chief for the Business Operations Branch with responsibility for the day-to-day supervision of staff and oversight of contractor staff.
Your major duties and responsibilities include:
Leading initiatives for the Executive Officer by reviewing and evaluating established policies required to determine appropriate changes necessary to improve the efficiency of current business operations.
Documenting findings in written management reports, identifying weaknesses and outlining conclusions, analyzing findings, and making recommendations for resolution of problem areas to substantially increase management effectiveness, utilize other resources, and improve systems and procedures.
Applying innovative practices or methods to resolve unique and sensitive problems or situations not covered by standard practices or procedures and for which there may be no precedent.
Overseeing the management of budget tracking (to include travel, supplies, and other budgetary line items), space management, and other business operations duties, as assigned.
Analyzing opportunities for process improvement and developing and deploying solutions, such as automation, to accomplish organizational goals more efficiently with limited resources.

Requirements
- U. S. Citizenship is required.
- All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
Providing direction and recommendations to program administrators and managers concerning programmatic regulations, guidance, and procedures.
AND
Leading quantitative and/or qualitative evaluations focused on process improvement of administrative, financial and management programs and services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
