The International Criminal Investigative Training Assistance Program (ICITAP) works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism. ICITAP supports both national security and foreign policy objectives and works in close partnership with the U.S. Department of State, the U.S. Agency for International Development, and the Department of Defense.
Duties
As a Deputy Assistant Director (official title: Supervisory Program Analyst), you will:
Supervise a group of employees performing work at the GS-12 level and below;
Serve as an organizational expert in reviewing and interpreting new and established directives, instructions and regulations to determine their impact on complex or new programs;
Serve as an expert analyst in the assessment and improvement of program effectiveness or the improvement of complex management processes and systems;
Provide expert analysis and evaluations to management encompassing programmatic milestones, schedules, and budgetary resources planning and execution required for effective management, operations and decision making in support of a program/project or functional area;
Research, analyze and prepare background information on the legal, social, political and economic context in which an ICITAP program operates in order to support program managers in preparing proposals and program plans;
Assist the regional assistant director to define and implement goals and performance standards established in region and evaluates the performance of the region; and
Develop both long and short-term regional and country specific development programs to implement criminal justice systems based on democratic principles and the rule of law.

Qualifications
To qualify at the GS-13 Federal grade level, applicants must have at least one (1) year of specialized experience, as reflected in their resume, at or equivalent to the GS-12 level: assessing and evaluating international development programs or projects; writing briefing papers or cables to support an international development program or project; conducting briefings for various program stakeholders; and developing detailed plans and objectives for the implementation and administration of a long-term international development program or project.
To qualify at the GS-14 Federal grade level, applicants must have at least one (1) year of specialized experience, as reflected in their resume, at or equivalent to the GS-13 level: implementing international development programs or projects; conducting briefings for various program stakeholders; advising foreign law enforcement practitioners on policies and programs; and developing detailed plans and objectives for the implementation and administration of a long-term international development program or project.
Time-in-Grade: Federal employees must meet time-in-grade requirements for consideration by the closing date of this announcement.
