This position is located in the Health Administration Service (HAS), Eligibility and Enrollment Section, under the direct supervision of the Eligibility and Enrollment Supervisor. The purpose of the position is to serve as a Program Support Assistant (PSA), also known as a Business Office advisor in Health Administration Service.
Duties
Major duties include are not limited to:
Enrolling and/or facilitating the process of the enrollment of veterans and/or their family members into the Eastern Colorado Health Care System.
Counseling veterans, their dependents, and their beneficiaries regarding all benefits available through the Department of Veterans Affairs, as well as non-VA benefits available through other agencies.
Exploring all avenues of assistance and takes positive action to encourage individuals to fully utilize the available benefits and to participate in programs.
Entering personal demographics, health care insurance and income verification the Enrollment System and other systems as required.
Explaining the types of documents necessary to facilitate timely processing of claims and provides assistance.
Supporting the clerical and medical staff by serving as a direct contact for veterans and beneficiaries seeking medical treatment, experiencing problems and requesting information.
Recognizing and following the rules governing patient health information or personal identifying information.
Being directly involved in Patient Business Office activities, beneficiary travel, correspondence, decedent affairs, eligibility, medical information, and patient care services to include facility admissions and death cases
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Candidates my be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials, as required by the announcement.
You may qualify based on your experience and/or education as described below:
For the GS-05:
Specialized Experience GS-05: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Following designated policies and procedures. Able to deal with unusual and ongoing changes. Coordinates activities with other programs. Communicates effectively with others. Provides excellent customer service to visitors and staff. OR,
Education GS-05: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education to meet the total experience requirements. (i.e. 6 months of specialized experience and 3 years of education above the high school level). NOTE: Only education beyond the second year can be used in combination with specialized experience to qualify for this grade.
For the GS-06:
Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of VistA with particular knowledge of the registration process, entering a means test and updating demographics; knowledge of other computer systems necessary to manage, control, secure, coordinate and implement computer activities; Working knowledge of standard and business English usage and proper formatting of formal correspondence in response to inquiries, reports and audits.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying
of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
