The incumbent serves as a Program Assistant, performing various administrative functions in support of the Packers and Stockyards Division. This position assists the Administrative Officer (AO) and the Management and Program Analyst in the regional offices and branches with administrative functions of the Division, including budget and finance, personnel, procurement, property, fleet, and other administrative services.
Duties
The duties may include, but are not limited to:
Assist in preparing cost estimates for the Regional Offices and Branches, including travel expenses, equipment purchasing, communications, and fluctuating Division operations adjustments.
Coordinate and advise staff on travel, training, conferences, and meetings. Review and assist with travel authorizations and vouchers in accordance with prescribed regulations.

The incumbent has delegated Contracting Officers responsibilities that encompass micro-purchases not to exceed $10,000 and prime vendor procurements in accordance with established contracts.
Plan and perform general property management support services, such as maintenance and disposal of equipment.
Prepare leave audits of time and attendance reports, expense accounts, and other vouchers; determine that necessary funds are available and that expenditures are in accordance with fiscal regulations.
Receive and review incoming correspondence to determine subject matter and priority.
Responsible for the records management of the Division associated with personnel files, procurement documents, and other administrative files.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-08 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 grade level) that demonstrates:
- Understanding of the Packers and Stockyards Act and Regulations, and the livestock, meat, and poultry industries.
- Experience in USDA Fleet Management reporting, maintenance, and other requirements.
- Experience in the USDA Purchase Card Program in making procurement purchase card transactions and ensuring adherence to procurement rules, regulations, and procedures.
- Ability to multi-task and successfully execute several projects at a time.
- Strong communication and computer skills (Email, Internet, Word, Excel, Adobe Acrobat).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
