This position is located in the G1, at the Military Personnel Office (MILPO) on Camp Mabry in Austin, TX. The purpose of this position is to supervise and manage two or more of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Standard Installation and Division Personnel System (SIDPERS), Personnel Services Section, Medical Section, or the Education Section. Texas is one of 9 states with NO state income tax.

Duties

As a Supervisory HUMAN RESOURCES SPECIALIST (MILITARY) (Title 5) with the Texas National Guard, your duties will include, but will not be limited to: Directly supervises and provides technical and administrative supervision over Human Resources Assistants (Military), Human Resources Specialists (Military), and specialist within the other specialized functions of the MILPO office. Formulates human resources and administrative procedures and policies based on the interpretation of regulations and directives from Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB). As required, performs military human resources work in any of the program areas, for which assigned, for officer, warrant officer, and enlisted members and includes but is not limited to: enlistments, appointments, discharges, separations, branch transfers, interstate transfers, retirements, survivor benefits, Military Occupational Skill (MOS) changes, evaluation systems, awards/decorations, educational requirements (military or civilian), civilian education benefits, bonus/incentive programs, National Guard Bureau (NGB) waivers, etc. Resolves technical/policy issues presented by subordinates within the area of assignment. Convenes or participates in various boards which may include: promotion, awards, selective retention, MOS Medical Review Board (MMRB), Incapacitation Review Boards, Medical and/or Physical evaluations, etc. Provides direct support to all units located within the state, their dependents, and retired members. Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that integrate organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Reviews and provides advice on organization missions, functions, and manning of serviced units. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment. Oversees and reviews the accounting of funds for accounts relating to the area of assignment which may include but is not limited to: NGB tours, incapacitation pay, medical care, clothing, educational bonuses and incentives, and recruiting and retention incentive payments; and requires exercising proper control measures, forecasting, and developing and conducting of internal audit reviews. As required, provides reports on audits and outlines any changes to be made as a result of the findings. Oversees and reviews the accounting of funds for accounts relating to the area of assignment which may include but is not limited to: NGB tours, incapacitation pay, medical care, clothing, educational bonuses and incentives, and recruiting and retention incentive payments; and requires exercising proper control measures, forecasting, and developing and conducting of internal audit reviews. As required, provides reports on audits and outlines any changes to be made as a result of the findings. Plans and schedules work in a manner that promotes a smooth flow and even distribution, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Provides advice, guidance, and direction to employees on a wide range of military human resources and administrative issues. Interviews candidates for positions and selects, or recommends selection of, candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Performs other duties as assigned.

Qualifications

To qualify at the GS-11 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following: Specialized Experience: One year of specialized experience, education, or training at the next lower grade level (GS-09) in working with two or more personnel programs and so requires a wide range of military HRM concepts, laws, policies, practices, analytical, and diagnostic methods and techniques to solve a wide range of complex, interrelated HRM problems and issues. AND Experience with technical/policy issues presented by subordinates, analyzes and provides recommendations on significant issues and problems related to work accomplishments, and provides technical and advisory services to subordinates with in area supervised as well as to management officials within the units serviced. AND Experience with consultation to discuss timeframes, scope of assignment, and possible approaches. AND Experience in determining appropriate principles, practices, and methods to apply during the assignment, frequently interprets regulations on own initiative, applies new methods to resolve complex and/or intricate, controversial or unprecedented issues and resolves most conflicts that arise; and keeps supervisor informed of progress and controversial problems. In addition to experience in managing the function of the work to be performed. AND Experience which includes leading, directing and assigning work of personnel. OR At the GS-11: Must have a Ph.D. or equivalent doctoral degree, or, 3 full years of progressively higher level graduate education leading to such a degree, or. LL.M., if related OR A combination of the education and experience listed above. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: If using education to meet minimum qualifications you MUST upload a copy of your transcripts. Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown above meets the requirements for positions at the GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
