This position is located in the Senior Leader Management Office and will be responsible for assisting the directorate with the overall management on the Texas Military Department's senior leader population which includes General Officers, Colonels, Senior Enlisted Leaders/Advisors, and Senior Civilian Executive Federal and State from the Texas Air/ Army National Guard and the Texas State Guard.
Duties
As a ASSISTANT HUMAN RESOURCES OFFICER (MILITARY) (TITLE 5) with the Texas National Guard, your duties will include, but will not be limited to:
Serves as the primary staff advisor to the Chief of Staff, Assistant Adjutant General and The Adjutant General on all matters pertaining to management, distribution, utilization, development and support of military personnel, their families and their employers. Plans, organizes, and oversees the activities of the Military Personnel Directorate. Establishes, revises, or reviews policies, procedures, organization design and mission objectives for the staff, as necessary to eliminate work problems or barriers to mission accomplishment. Promotes team building and implements quality improvements. Ensures regulatory compliance. Plans work for accomplishment by subordinate divisions and branches, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Directs the Military Personnel Office programs through subordinate supervisors and branch chiefs that supervise technical and administrative activities within the organizational unit.
Represents the Adjutant General, Assistant Adjutant General and the Chief of Staff in dealings with a variety of state and National Guard functional area organizations. Establishes, develops, and maintains effective working relationships with all serviced organizations and all senior staff members within the state and the National level. Meets with key customers and coordinating officials to assess customer satisfaction, explain organizational policy and procedures, and to resolve significant problems that arise. Ensures subordinate staff elements provide customer guidance and training. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.
Oversees the organizational development of a variety of state ARNG units as pertains to personnel requirements. Reviews and analyzes personnel data matters derived from a variety of systems and documents such as Tables of Organization and Equipment (TOE); Modified Table of Organization and Equipment (MTOE); Table of Distribution and Allowances (TDA); Department of Army Plans, Programming and Budgeting System (DAPPBS); Total Army Analysis (TAA); and The Army Plan (TAP); to develop, implement and maintain the State ARNG Long Range Plan. Provides technical recommendations to TAG, AAG, CoS and Commanders on all organizational personnel actions such as activations, deactivations, conversions, and reorganizations of the troop structure within the State. Reviews and analyzes existing and forecasted military force structure to identify and determine the impact on ARNG personnel requirements.

Qualifications
To qualify at the GS-12 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following:
Specialized Experience:
One year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector with experience of particular knowledge, skills, and abilities to perform the responsibility for management of all phases of organizational programs which direct, manage, administer and plan the military personnel programs for all enlisted, warrant officer, officer personnel and managing personnel that are involved in professional, technical, and administrative positions.
